Hai Duong has disbursed nearly 2,300 billion VND of public investment capital.
According to the Department of Planning and Investment of Hai Duong, by mid-September 2024, the whole province had disbursed nearly VND 2,300 billion in public investment capital, reaching 27.3% of the total payment capital and 33.2% of the capital plan assigned by the Prime Minister.
The total budget capital at district and commune levels is nearly 3,500 billion VND, of which the provincial budget has a target of more than 1,600 billion VND, of which 1,126 billion VND has been disbursed, reaching 33.2%. The provincial budget capital managed is nearly 4,900 billion VND, of which 1,132 billion VND has been disbursed, reaching 24%.
Regarding the provincial budget, the central budget allocated VND 1,131.7 billion for 11 projects, of which VND 353.1 billion has been disbursed. The local budget allocated VND 3,290 billion for 59 projects, of which VND 625.1 billion has been disbursed for 44 projects, reaching 24.8% of the payment capital plan, while 15 projects have not been disbursed. Foreign capital allocated VND 354.9 billion for 1 project, the disbursement rate reached 22.1%. There is VND 37.3 billion from the legal revenue of public service units for investment allocated to 3 projects that have not been disbursed.

To achieve the target of over 95% public investment disbursement rate in 2024, Hai Duong Provincial People's Committee requires newly allocated capital projects to strive to start construction before October 31.
In the 5-year capital plan for 2021-2025, the People's Council of Hai Duong province has decided to allocate nearly VND 1,760 billion for 9 newly started projects, including 5 projects expected to be completed in the 2021-2025 period, 4 projects to be completed after 2025; provide charter capital for the extra-budgetary state financial fund of VND 50 billion and supplement the district-level budget with a target to support and assign the district level to invest in 8 projects with a total capital of nearly VND 195 billion.
In addition, the People's Council of Hai Duong province also decided to allocate 185 billion VND of the 2024 public investment capital plan (provincial budget source) for 2 newly started projects, provide additional charter capital for the Hai Duong Development Investment Fund and targeted supplement to the district budget, supporting the implementation of 3 projects.
Previously, Mr. Le Ngoc Chau, Chairman of Hai Duong Provincial People's Committee, inspected the implementation of a number of public investment projects in Thanh Ha, Kim Thanh districts and Chi Linh city.
Specifically, in Thanh Ha district, Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau inspected the actual progress of projects including the intersection with the Hanoi - Hai Phong expressway; upgrading and renovating provincial road 390 from Hop Thanh bridge to Quang Thanh bridge; and upgrading and renovating and extending provincial road 396.

In Kim Thanh district are the East-West axis road projects; the interchange with National Highway 5 in Kim Xuyen commune.
In Chi Linh city, there are 5 traffic projects including the Dong Viet bridge approach road connecting National Highway 38; the road to the Con Son - Kiep Bac relic site (section from National Highway 37 to Con Son pagoda); the road to the Con Son - Kiep Bac relic site (1/2 of the left route from An Linh intersection to Dau Rong intersection); Tan An bridge and the road connecting National Highway 18; the road and Van bridge connecting National Highway 37 of Chi Linh city with the road connecting Trieu bridge of Kinh Mon town.

After listening to reports from agencies and units on the progress of implementation and the disbursement of public investment capital for each project, Mr. Le Ngoc Chau requested that all levels and sectors must be resolute and urgently find solutions to shorten the implementation time. Based on the actual situation, the construction unit should consider implementing many items at the same time to meet the requirements for disbursement of public investment capital.
For projects that are behind schedule, the Chairman of the Hai Duong Provincial People's Committee requested that investors and contractors agree to discuss and establish a construction schedule according to the timeline, develop specific plans for labor and materials, speed up progress, and shorten construction time.
For projects that are still facing problems with site clearance, localities are required to closely coordinate with relevant departments, agencies and sectors to focus on removing and resolving problems in accordance with the law.

In carrying out site clearance work, localities need to mobilize, persuade and propagate so that people agree to comply with legal regulations. When all steps have been fully implemented according to regulations but people do not comply, consider coercive measures to serve the goal of socio-economic development.
The Chairman of Hai Duong Provincial People's Committee also noted that localities and departments and branches in the process of implementing projects need to be clear in decentralizing and assigning specific responsibilities according to regulations.
For projects that have completed site clearance, construction units must take advantage of favorable weather and focus resources to speed up progress.
For projects about to start construction, localities need to proactively coordinate with departments and branches to resolve difficulties. When the site is handed over, it is necessary to mobilize maximum human resources and means to speed up construction progress, and soon have a volume of works that meets the requirements of public investment disbursement. Project investors should strengthen and arrange more experts with capacity, professional qualifications, and a high sense of responsibility to regularly inspect and evaluate the project implementation situation, promptly report arising issues, and propose solutions to ensure that the project is implemented according to schedule and plan.
With not much time left to complete disbursement and construction progress in 2024, the Chairman of Hai Duong Provincial People's Committee requested localities and relevant units to seriously and drastically implement solutions to accelerate the disbursement of public investment capital according to plan, ensuring effective use, avoiding loss and waste of allocated State budget capital.
