High determination
In 2023, immediately after the results of the 2022 provincial administrative reform index were available, the People's Committee of Hai Duong province organized a review and assessment of the responsibilities of the heads, collectives and individuals involved. The People's Committee of the province issued many documents directing the continued promotion of administrative reform and the provincial state administrative reform plan in 2023.
The province established 2 inspection teams for administrative reform in 8 departments, branches and 6 districts and cities. At the same time, 51 tasks were identified in conjunction with 82 activities to promote administrative reform. The Provincial People's Committee regularly reviewed and evaluated the work of each department, branch and locality, and promptly corrected and reviewed units and localities that were behind schedule in handling work.
One of the “keys” to the success of the province’s administrative reform is that departments, branches and localities have continuously improved the quality of administrative reform. Many departments, branches and localities have actively implemented experience initiatives, helping to reduce procedures and processing time for people and businesses. Some localities have organized competitions to learn about administrative reform, strictly implementing the transfer of work positions for officials and civil servants in charge of handling administrative procedures. The way the Department of Transport has been leading the department and branch level in the administrative reform index for many years is an example.
In 2023, the Department of Transport upgraded and standardized the Department's Electronic Information Portal, built a "digital transformation" section to better serve the management and direction work. The unit invested funds to upgrade transmission lines and machinery systems to serve the connection to resolve work and administrative procedures of units, organizations and individuals. Thereby, the rate of administrative procedure records resolved online by the department reached over 90%, of which the rate of records received and resolved throughout the process reached nearly 30% (the highest in the province).
Mr. Vu Van Tung, Director of the Department of Transport, said that in order to maintain the ranking of the administrative reform index, leaders must always uphold the spirit and responsibility in leadership, direction and management of work. Only then will each cadre, civil servant and employee be proactive in their professional work and carry out administrative reform tasks.
Good results
In 2023, with 87.84 points, an increase of 4.32 points compared to 2022, Hai Duong province rose to 22nd out of 63 provinces and cities nationwide in terms of administrative reform index, up 25 places compared to 2022. This is also the year the province has the highest ranking in the past 6 years (58th in 2018, 52nd in 2019, 26th in 2020, 60th in 2021, 47th in 2022).
Hai Duong is also considered one of the provinces with remarkable progress in administrative reform. The province has made a strong breakthrough in implementing the construction and development of e-government and digital government. If in 2022, the province ranked 55th in the country in this field, in 2023 it rose to 22nd, up 33 places.
The component index of the impact of administrative reform on people, organizations and socio-economic development in Hai Duong also made remarkable progress when from the last position in the country (ranked 63rd in 2022), it accelerated dramatically to rank 12th. In the 8 component indexes, most of the indexes increased in points, some indexes decreased in points but were still at a high average level.
In 2023, the province completed all tasks and contents in the administrative reform plan, completing 100% of administrative reform tasks assigned by the Government. The province reviewed and simplified 157 administrative procedures; revised and supplemented 544 procedures; and abolished 59 procedures.
Hai Duong's 2023 administrative reform index ranking is a very positive result, showing the province's efforts and determination in improving the effectiveness of administrative reform to serve people and businesses.
In the first quarter of 2024, the province received and processed nearly 183,000 administrative procedure files, the rate of files processed correctly and before the deadline was about 98%. Of which, the rate of digitization of files at departments and branches reached 99.7%, and at the district level reached 99.3%. Currently, all leaders of provincial, district and commune departments, branches and branches have been granted digital certificates and use digital signatures.
