Over the years, Quang Ninh has always set the goal of "Taking the satisfaction of people and businesses as a measure of work efficiency". Closely following this goal, the province has implemented synchronous solutions, in which priority is given to urgent issues that need to be resolved, especially the reduction and simplification of regulations and procedures on investment, business registration, business conditions and administrative procedures in sectors and fields directly related to people and businesses.
Quang Ninh always identifies administrative reform as the responsibility of the entire political system, a key, regular, consistent task and the main responsibility of the heads of agencies, units and localities. The provincial public authorities all identify the subjects of administrative reform benefits above all, first and foremost, the people and businesses. Therefore, the consistent and consistent guiding ideology is to always take the satisfaction of the people and organizations as a measure of the effectiveness of administrative reform, with the motto that administrative reform is regular, persistent, drastic, focused and key.
From that perspective, over the past decade, Quang Ninh has persistently promoted administrative reform, improved the business investment environment, and enhanced competitiveness with many strong policies. Notably, Quang Ninh is the first province to include the goal of "Maintaining the top position in the PCI, PAR Index, SIPAS, and PAPI indexes annually" in the Resolution of the Provincial Party Congress for the 2020-2025 term, concretized by thematic resolution No. 05 in 2021; The Provincial People's Council issued 3 resolutions on mechanisms and policies to support businesses and promote administrative reform; The Provincial People's Committee issued over 30 decisions, plans, action programs, and over 570 notices and directive documents.
At the same time, the province has also boldly piloted new governance models suitable to local realities to serve the people and businesses; promoted the construction of e-government, applied information technology, and gradually carried out comprehensive digital transformation; expanded connectivity, information exchange, and increased regular interaction between governments at all levels with people and businesses.
Assessing the province's approach, Deputy Director of the Department of Administrative Reform (Ministry of Home Affairs) Ngo Quang Phat affirmed: Quang Ninh province regularly innovates and is creative in implementing administrative reform tasks; there are breakthroughs in research and pilot application of administrative reform models, which have been recognized by many localities and replicated nationwide. Quang Ninh's administrative reform work is centered on people and businesses, taking satisfaction as a measure of the effectiveness of state agencies, closely linked with the application of information technology, digital transformation, and prioritizing the allocation of adequate resources. Thereby, positively impacting local socio-economic development.
Administrative reform is determined to be done regularly, continuously, comprehensively, effectively and creatively, so the province continues to do a good job of directing and operating; boldly piloting new models and new ways of doing things, creating more breakthroughs; reviewing and fundamentally removing "bottlenecks" in institutions, mechanisms and policies, associated with digital transformation; researching and perfecting the arrangement and consolidation of the organizational apparatus of agencies and units and proposing solutions to innovate public administrative centers at all levels in a synchronous, professional and effective direction; enhancing the digitization of administrative procedure settlement records, ensuring the conditions for using only VNeID accounts when performing online public services.
This also explains why Quang Ninh has continuously achieved remarkable results in the PAR Index, SIPAS, PCI, PGI. In particular, in 2023, the province continued to lead the country, leading the PCI Index for the 7th consecutive year, the 6th year leading the PAR Index, the 5th consecutive year leading the SIPAS Index, and 11 consecutive years in the group of 5 provinces and centrally-run cities with the best economic management quality in the country. The indexes are very scientific scales, reflecting the objective voices of the people and the business community on the quality of administrative reform, improving the investment and business environment of the political system in the province, state management agencies, and the staff of civil servants and public employees in the province, especially those working at public administrative centers at all levels and modern one-stop shops at the commune level.
This is also demonstrated by the socio-economic development results of the province with a GRDP growth rate reaching over double digits for 9 consecutive years; GRDP per capita in 2023 reaching over 9,500 USD, the highest in the Northern region, ranking 2nd in the country; total state budget revenue, especially domestic revenue, is always in the top of the country; investment attraction in 2023 reaching 5.1 billion USD, of which foreign direct investment attraction reaching 3.1 billion USD; the scale of the economy is increasing rapidly, reaching 315,839 billion VND by the end of 2023.
According to Mr. Le Van Sang, Chairman of the Investment and Startup Club of Ha Long City, in recent years, the business community has benefited greatly from the province's reforms, thereby creating motivation for businesses to develop. The business community has received support and companionship from resolving administrative procedures, support to improve business governance capacity; access to legal consulting services... Recently, the establishment of the Center for Innovation and Creativity Startup and Digital Transformation Support has great significance for the business community in general and startups in particular. This is one of the places for businesses, especially young startups, to have adequate infrastructure and facilities to participate in innovation and develop their ideas. Thereby, contributing to the implementation of the province's goals in implementing the Central's orientations on private economic development.
With strong and breakthrough changes in administrative reform, over the years, Quang Ninh has brought itself the image of a dynamic locality with an open and effective investment and business environment, along with the best quality of government administration in the country. This also explains why Quang Ninh has always received the attention of the Central Government, which has placed its trust in the position and role of the locality in the development of the region and the whole country, creating conditions for the province to pilot many new models; investors, tourists and people in the area always trust and expect a dynamic and creative locality with a beautiful living environment.
