At the recent meeting of the Hanoi People's Council, Mr. Canh said that currently, the teaching staff at all levels only meets 93% of the norm, lacking more than 6,000 people.
The reason is that the urbanization rate is growing rapidly, many districts and towns have urban areas with strong population growth leading to a decrease in the rate of teachers and a shortage of teachers. There are years when the enrollment rate for first grade increases sharply. After graduating from each level of education, the rate of each level of education is different.
The Department of Home Affairs has coordinated with districts to regulate teachers at all levels, but this is very difficult because it must be consistent with the training and teaching levels at schools.
Although the Government has a Decree allowing teachers to sign contracts to teach in schools, low salaries and unstable jobs are the reasons for recruitment difficulties.
Regarding teacher quality, the Director of the Hanoi Department of Home Affairs said that this is still an existing problem. Previously, teachers were trained in the 10+2 system, intermediate and college of pedagogy. The implementation of the Education Law requires teachers at all levels to have a university degree, so the old training systems must be standardized.
This process is due to the self-study awareness, so some teachers have not met the requirements. The Education Department and the Home Affairs Department are coordinating to continue training and fostering to improve the quality of the teaching staff.
Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, shared the current situation that some district-level kindergartens have excess teachers. The Hanoi Department of Education and Training proposed a system for staffing and the participation of the Department of Home Affairs to resolve the surplus in this district but cannot transfer to the staffing of teachers in other districts.
Hanoi is a locality with more than 2,900 schools with about 133,000 administrators and teachers teaching at all levels. However, due to the rapid increase in the number of students entering primary school each year, along with the previous shortage of teachers, there is still a lack of capacity, especially teachers of new subjects at primary level such as: Information Technology, English.
In recent years, schools have been self-sufficient by signing contracts and collaborating with English centers. The Department of Education and Training has established a "bank" of teachers to arrange and mobilize teaching to ensure the number of periods per week in all schools.
