At the meeting of the Hanoi People's Council on July 1, Lieutenant General Nguyen Hai Trung, Director of the Hanoi Police Department, presented a report on the consideration and agreement on the policy of issuing a project to improve capacity and ensure fire prevention, fighting and rescue safety in the capital city from now until 2025, with a vision to 2030.

Talking about the project development process, the Director of Hanoi City Police shared that from the end of 2021 until now, the City People's Committee has issued a framework plan, established a drafting team, and repeatedly consulted with departments, districts, towns, and experts in the field of fire prevention and fighting and rescue.

The City People's Committee seriously accepts the direction of the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee, the review opinions of the City Party Committee's Internal Affairs Committee, the City People's Council's Legal Committee... to edit and complete the project.

Besides, the Director of Hanoi City Police also affirmed: "In the process of developing the project, the drafting team always closely follows the Party's policies and the State's laws, especially newly issued or amended and supplemented policies.

The project also adds key, immediate, urgent tasks that need to be implemented immediately to ensure that they are suitable to the situation and reality in the capital city.

Sharing about the project implementation roadmap, Lieutenant General Nguyen Hai Trung informed that the project is divided into 2 phases. From now until the end of 2025, the City People's Committee will issue a specific and detailed plan to disseminate, thoroughly understand, and assign tasks to units, organizations, and individuals for implementation; at the same time, focus on immediately implementing urgent solutions to raise awareness and consciousness of fire prevention and fighting and rescue among the masses.

This phase enhances the operational efficiency of the grassroots fire prevention and rescue force, ensuring the "4 on-site" process; mobilizing families and households combining production and business to equip themselves with fire prevention and rescue equipment.

At the same time, overcome existing problems and deploy immediate solutions to ensure safety for constructions and facilities with high risk of fire and explosion such as mini apartments, boarding houses, houses combined with production and business; supplement solutions to increase water sources for fire fighting in residential areas with high risk of fire, deep alleys, small alleys with lengths of more than 200m...

In the period of 2026 - 2030, the content, tasks and solutions of the project have been specifically assigned, such as strengthening the dissemination of legal knowledge on fire prevention and fighting and search and rescue; mobilizing 100% of individual houses to equip fire alarms, and encouraging the installation of automatic fire alarm systems.

Completely handle works that do not ensure fire safety and have been put into operation; 100% of small and deep alleys will be reviewed, invested in, and have hydrants added for fire fighting; continue to propose and supplement projects and project packages for purchasing fire fighting and rescue equipment and means; focus on building and perfecting the revolutionary, disciplined, elite, modern Fire Police force, proficient in law, professional skills, techniques, fire fighting and rescue tactics.

The project stipulates detailed assignment of tasks to 16 departments, branches, 30 People's Committees of districts, towns; 4 Construction Investment Project Management Boards under the city, the Management Board of Industrial and Export Processing Zones of the city, the Hanoi Institute for Socio-Economic Development Research, the Hanoi Institute of Construction Planning, the Electricity Corporation, press and media agencies, and clean water suppliers in the area; at the same time, there are requests to the city's political, mass and social organizations to strengthen coordination and improve efficiency in the implementation of the project.

Regarding the project's implementation budget, Lieutenant General Nguyen Hai Trung said that it has integrated the contents and tasks that the city has been implementing.
