Hanoi: monitoring high-quality education model in Hoan Kiem district

Before working specifically, the monitoring delegation surveyed the high-quality education model at Trang An Primary School and October 20 Kindergarten in Hoan Kiem district.

Reporting to the monitoring delegation, Head of the Department of Education and Training of Hoan Kiem district Trinh Ngoc Tram said that in Hoan Kiem district, there are a total of 41 public schools; 2 private kindergartens; 16 independent educational institutions; 1 Nguyen Van To vocational and continuing education center.

Among them are 2 high-quality schools: 20/10 Kindergarten and Trang An Primary School; in the near future, the district plans to build a high-quality secondary school model at Ngo Si Lien Secondary School.

Over the past time, the district Department of Education and Training has always paid attention to directing and closely supervising teaching expertise, curriculum development, education quality, and key quality to ensure that high-quality schools properly implement criteria and standards.

The monitoring team conducted a survey at 20/10 Kindergarten.

The schools have been renovated by the District People's Committee, invested in spacious facilities with full functional rooms, playgrounds, fully equipped with modern equipment for management, teaching and learning; surveillance cameras ensure the safety of students' activities.

In particular, schools have built, effectively exploited and developed web-based management and teaching software and industry databases, synchronously applying management - teaching - education - student care activities.

Regarding the team of managers, teachers and staff, according to Head of the Department of Education and Training of Hoan Kiem District Trinh Ngoc Tram, the district regularly pays attention to and selects teachers with solid professional qualifications and good management skills.

Principal of Trang An Primary School Tran Thi Bich Lien said that in August 2020, the school was approved for a high-quality school project; achieved national standards level 2; achieved quality accreditation level 3. The school was renovated, newly built by the District People's Committee, invested in spacious and modern facilities with a total area of ​​7498.6m2 and put into use from mid-July 2020.

In addition to 35 classrooms, the school has a full range of functional rooms (dance, music, art, English, library, STEM, cafeteria...) equipped with fiber optic cable systems and surveillance cameras to ensure student activities are safe.

"The school has successfully maintained and developed a high-quality model, and has realized the policy of building and developing a high-quality school model in education and training into life," said Ms. Tran Thi Bich Lien.

Regarding 20/10 Kindergarten, according to Principal Vu Thi Kim Thanh, after more than 10 years of implementing the high-quality kindergarten model, the school is always the pioneer in piloting preschool education programs of the Ministry of Education and Training, Hanoi Department of Education and Training; always taking the lead in building model kindergartens in the city and nationwide.

The school model has a propaganda effect, gradually changing the awareness of parents and the community about the high-quality public preschool model, implemented according to the mechanism of autonomy in regular spending. Initially creating positive competition for non-public school and class models.

Focus on overcoming financial and enrollment difficulties

In addition to the above results, there are still many difficulties in implementing the high education model, such as the ability to attract students, ensure enrollment targets and revenue to maintain financial autonomy is still limited; current financial resources on the existing number of students cannot ensure income for the team and are suitable for the labor intensity and encourage the team to be dedicated and devoted...

At the monitoring session, members of the City People's Council's Culture and Society Committee were interested in, discussed and requested clarification on educational services in a high-quality training environment; the results and difficulties in the process of implementing this educational model; clarifying the adjustment of early enrollment time from March every year...

Concluding the monitoring session, Head of the Culture and Social Affairs Committee of the City People's Council Nguyen Thanh Binh acknowledged that Hoan Kiem district has tried to implement a high-quality education model, from facilities to teaching staff, thereby improving the quality of education in the district to meet requirements.

Emphasizing that Hanoi is implementing the Capital Law 2024, the application of a high-quality public education model is even more necessary, the Head of the Culture and Social Affairs Committee of the City People's Council said that the high-quality education model in Hoan Kiem district is "running out of steam" compared to the initial time of application.

According to the Head of the Department of Culture and Society, Hanoi is currently investing in public schools that meet national standards, and many newly built schools are more spacious than the current high-quality school facilities. Along with that, the curriculum and teaching methods are similar, student-centered, educational support services at schools meet parents' requirements... so the high-quality education model is not really outstanding. Therefore, in the coming time, the city also needs to review and adjust.

To move forward with implementing policies under the Capital Law 2024, the Head of the Culture and Social Affairs Committee of the City People's Council suggested that Hoan Kiem District review the high-quality education model and strictly implement regulations. In the immediate future, continue to closely follow and strictly implement current regulations with 5 criteria for high-quality public schools; overcome difficulties with current policies on finance, joint ventures, recruitment, and enrollment.

For the 20/10 Kindergarten and Trang An Primary School, Hoan Kiem District will continue to make efforts to overcome immediate difficulties, maintain a stable high-quality education model with the current policy; the monitoring team will summarize and report any difficulties and problems to the competent authorities.
