Being evaluated as one of the units actively implementing the "3 proactive" model, the Youth Union of Bac Ha town has implemented on 3 aspects: Proactively managing union members and taking care of and grasping the situation of youth in the locality and unit; proactively building and implementing work plans; proactively advising relevant organizations in performing assigned political tasks and performing well the work of the union and youth movement in the locality.

Notably, the Bac Ha Town Youth Union has proactively updated union member data on the union member management software, guided union branches to register for union member training programs, classified and evaluated each union member and professional functions on the union member management software deployed by the Central Youth Union to promote digital transformation in union work.

As a result, in 2024, nearly 1,000 union members and young people were mobilized to participate in volunteer activities to protect the environment, such as "Green Summer", "Green Sunday", activities to dismantle billboards, collect 215 kg of solid waste; establish 4 volunteer teams to participate in transporting and unloading goods and necessities to support people affected by storm No. 3; connect sponsors and volunteer groups to support necessities to the District Fatherland Front Committee with a value of over 60 million VND...

Similarly, the construction of the "3 proactive" model in Coc Lau commune has aroused the spirit of shock and volunteerism of young people, effectively coordinating with the government and mass organizations to join hands to build the locality to develop more and more.

Mr. Ban Hieu Quy, Secretary of the Youth Union of Coc Lau commune, said: In September 2024, due to the impact of storm No. 3 causing heavy rain, traffic was cut off, many households in the area were at high risk of landslides. In addition to the participation of local authorities, union members and youths helped people move their belongings, established volunteer teams to transport necessities, and temporarily opened divided roads for motorbikes to transport relief goods to people. Thereby affirming the spirit of volunteerism of local youth in community activities, joining hands with forces to overcome the consequences of natural disasters.

According to information from the Bac Ha District Youth Union, the construction of the "3 proactive" model has been paid attention to by all levels of the district's Youth Union, considering it a key task in the work program. In particular, in 2024, 100% of grassroots unions under the District Youth Union will achieve "3 proactive grassroots unions", typically the Bac Ha Town Youth Union, Ban Pho Commune Youth Union, Coc Lau Commune Youth Union, etc.

Secretary of the Bac Ha District Youth Union, Cu Thi Ngoc Linh, said: Grassroots youth union organizations in the district have actively implemented the "3 proactive" model in many aspects, creating positive changes in the youth union movement as well as solidarity and gathering of union members and youth.

The Youth Union units have proactively grasped the ideological situation, needs, thoughts and aspirations of the members, including information on social networks; at the same time, reviewed, counted and made a list of members and young people in difficult circumstances in the unit to have a plan to help.

The implementation of the "3 proactive" model helps the grassroots youth union movement to be regularly renewed, in accordance with the needs and aspirations of union members and young people.
