On May 24, a representative of the Hanoi Department of Education and Training said that after the death of a 6th grade student in Nam Tu Liem district while participating in a clam catching experience at Xuan Thuy National Park (Nam Dinh), the Department requested schools and district and commune Departments of Education and Training to increase propaganda and strictly implement measures to ensure safety for students when participating in social activities and experiential activities.

"The Department of Education and Training requires absolutely no spontaneous experiential activities. Educational institutions are responsible for consulting with leaders at all levels to inspect safety issues in schools," said this leader.

Previously, the Hanoi Department of Education and Training directed the Nam Tu Liem Department of Education and Training to promptly visit and encourage the families of the two victims (1 student, 1 parent) who died on May 20.

According to a quick report from the Department of Education and Training of Nam Tu Liem District and the school, this experience group was organized by the parents' association of a class at a private school in Tay Mo. This weekend's fun activity did not have the class's teachers accompanying the group.

The cause of the drowning was due to the rising tide. The place where the group of students experienced was a sandy beach, so when the water rose and changed the flow, many students sank and were swept away. The people on the boat threw life jackets down so that parents could save the students. A parent of the class - the group leader - swam out to save a male student but could not save him, both were swept away by the water.

Speaking to the press, Mr. Nguyen Xuan Manh, Chairman of the People's Committee of Giao Thien Commune (Giao Thuy District, Nam Dinh), said that the authorities have temporarily suspended sightseeing activities at Xuan Thuy National Park after the death of a parent and student. When the District People's Committee makes a decision, the national park will reopen.

According to Mr. Manh, most of the tourist groups coming here contact the boat owners themselves to provide sightseeing and experience services, without notifying the management board. "These boats are allowed to operate. Tourists often search for information online, contact and sign contracts with them," said the commune leader.
