Ly Thai To Flower Garden has an important position in connecting Hoan Kiem Lake with the surrounding area including Dien Hong Flower Garden and State Bank Square space.

The King Ly Thai To Monument area is part of the public space associated with the political and administrative center, and is also an area that needs to preserve and promote the value of ancient architectural works such as the Government Guest House, Metropole Hotel, etc.

Previously, since 2018, Hoan Kiem district has coordinated with the Vietnam Fine Arts Association to research a plan to build the Km0 milestone.

In early June 2020, Hoan Kiem District coordinated with relevant units to launch the Km0 Landmark Design Competition. A group of lecturers from Hanoi Architectural University won first prize with their entry called Gate of Light.

This is also a plan that the council assessed as having a unique, creative, simple, feasible idea, using sustainable materials and not affecting the space of the Ly Thai To monument.

The People's Committee of Hoan Kiem District then organized an exhibition and collected public opinions on the winning designs of the Km0 landmark design competition.

It is known that Hoan Kiem district plans to place Km0 right in front of the statue of King Ly Thai To.
