The Southern Power Project Management Board (SPMB) was assigned by the National Power Transmission Corporation (EVNNPT) to invest in 3 power transmission grid projects passing through Nhon Trach district, including: 500kV transmission line of Nhon Trach 4 Power Plant - Phu My - Nha Be branch; 220kV transmission line of Nhon Trach 3 Power Plant - 500kV Long Thanh substation; 220kV transformer station of Nhon Trach Industrial Park and connection.

These are urgent projects, of great significance in releasing the capacity of Nhon Trach 3 and 4 Power Plants into the national power system. However, up to now, the work of compensation and site clearance still has some problems.

Specifically, the 500kV Nhon Trach 4 Power Plant - Phu My - Nha Be branch line project currently does not have a specific land price for the project to proceed with compensation and support for organizations and individuals affected by the project. The foundation positions of pillars from 5 to 13 have not yet implemented the site clearance compensation procedures. Currently, households have agreed to hand over the land in advance for 15/15 pillar positions to construct foundations, erect pillars, and are mobilizing to pull wires because households affected by the corridor have not received compensation and support according to regulations.

For the 220kV Nhon Trach 3 Power Plant - Long Thanh 500kV Substation project, SPMB has handed over the boundary markers of the pier foundations and the line corridor; there is no specific land price for the project to proceed with compensation and support for organizations and individuals affected by the project. The pier foundation locations 01-03, 07-38, 58-67, 70-72, 77-82 have not yet been compensated for site clearance. Currently, households have agreed to hand over the site of 28 pier foundations in advance to start construction.

For the Nhon Trach Industrial Park 220kV Transformer Station and Connection Project, SPMB has handed over the boundary markers of the pier foundation and the line corridor. The location is being updated on the land use planning map until 2030 to submit to the Provincial People's Committee. Up to now, compensation and site clearance have not been implemented because the project has not been shown on the provincial land use planning map.

At the meeting, Mr. Truong Huu Thanh - Deputy General Director of EVNNPT and Director of SPMB proposed that the People's Committee of Nhon Trach district direct the Land Fund Development Center and the Department of Natural Resources and Environment to simultaneously hold meetings with people to deploy and submit to the District People's Committee for approval the land inventory plan and land recovery notice; support the arrangement of many working groups to conduct the current inventory in the fastest time from October 23, 2024.

In parallel with the inventory work, the competent authorities of Nhon Trach district will carry out the documents to verify the origin of the land and examine the origin of the land. The Department of Natural Resources and Environment will carry out procedures to approve specific land prices for 3 power projects in October 2024, with special priority given to SPMB to complete the erection of the 500kV Nhon Trach 4 Power Plant - Phu My - Nha Be branch line project in time for the fourth quarter of 2024 to provide load testing and release capacity for Nhon Trach 4 Power Plant.

In addition, the People's Committee of Nhon Trach district and the People's Committees of related communes support SPMB and the construction unit to continue to mobilize affected organizations and individuals to hand over the site for casting foundations, erecting pillars, pulling wires, etc.

Mr. Nguyen Huu Thanh - Vice Chairman of Nhon Trach District People's Committee said: "Recently, the entire political system of Dong Nai province has joined in to remove obstacles for power transmission projects. Nhon Trach District is very aware of the importance of the project, so it has regularly organized propaganda to mobilize households to hand over land for the project. However, up to now, the results have not been as expected."

To meet the project progress to ensure synchronization with the Nhon Trach 3 and Nhon Trach 4 Power Plant projects, the Vice Chairman of Nhon Trach District People's Committee requested a number of specific tasks including: The District People's Committee Office shall advise on documents to submit to the District Party Committee to include the projects in the key projects for implementation direction; SPMB shall provide the drawings and ownership documents for the Land Fund Development Center to review and submit the land inventory plan and land recovery notice; the Department of Natural Resources and Environment and the Department of Finance shall advise the District People's Committee on specific land price plans to implement compensation; the People's Committees of relevant communes shall continue to mobilize households to hand over land to the project.

The Vice Chairman of Nhon Trach District People's Committee affirmed that in October 2024, the District People's Committee and departments will meet to agree on issuing land recovery notices for projects to meet project progress according to the Government's direction.
