The fire that caused many casualties in a mini apartment building in a small alley in Khuong Ha once again raised concerns about the safety of this type of housing project. The most prominent issue is security and order, fire safety. Because many investors have circumvented the law to build illegally, making it difficult to assess technical conditions and safety standards. That leads to the risk of insecurity, leading to heartbreaking consequences.

After each fire, especially fires in civil works, the first lesson learned is to strictly comply with the requirements of technical standards and safety during the design and construction process. If these regulations are strictly implemented, the possibility of fire and explosion is very low. If unfortunately it occurs, the fire will be quickly extinguished, minimizing the damage to people and property.
Second, people's awareness of fire prevention needs to be further improved. There are too many fires caused by human carelessness such as smoking in prohibited areas (gas stations, warehouses of flammable materials); careless construction (welding in places with flammable materials), not turning off electrical equipment after use...
Finally, the lesson on skills to handle and escape in emergency fire situations is very practical. There are people who have escaped the danger of fire by themselves thanks to their own skills.
In my opinion, the role of the construction management agency and the agency that inspects and accepts fire prevention standards is very important here. However, the problem is how to avoid the situation of "an elephant going through the eye of a needle" in the implementation stage. It is necessary to clarify responsibilities and have serious handling measures in cases of deliberately "ignoring" violations and overlooking shortcomings.
Just a little bit of deference or negligence in performing public duties can cost a lot. In addition, inspection, examination and supervision need to be strengthened to promptly handle violations and require correction.
The National Assembly is giving opinions on draft laws on land, housing, real estate business... Difficulties and problems in practice will be considered for appropriate adjustment and amendment.
Therefore, I believe that when these laws are enacted, the legal framework will be more complete to better manage housing, especially urban housing types.
There is no denying the fact that mini apartments are still the choice of low-income people who need accommodation, especially in big cities, where housing prices are often too high compared to the income level of most workers.
I think there are two things that need to be done soon, the first is to pay special attention to developing social housing, worker housing, and student housing. In addition, continue to perfect the legal framework in the process of amending the above laws, especially the Housing Law, so as to remove current bottlenecks.
