More than 4,000 Hanoi teachers petition to amend regulations on additional income

More than 4,000 teachers in Hanoi have sent letters to the city's leaders asking for additional income support under Decree No. 46/2024.


Appreciating Resolution 46/2024 of the Hanoi People's Council regulating the additional income of teachers, demonstrating the city's concern in increasing income and improving life. However, the Resolution also limits the number of teachers working in autonomous public service units from receiving additional income.

Teachers believe that this creates inequality among the ranks of cadres, civil servants, public employees, and teachers in the capital. Therefore, more than 4,000 teachers hope that the city's leaders will review and adjust the beneficiaries of the increased income so that all civil servants and teachers in the capital can benefit.

Working at Hoai Duc A High School (Hoai Duc, Hanoi), teacher Phan Tien regrets not being eligible for the additional income according to Resolution 46/2024.

According to him, this is an important policy to motivate and encourage staff, civil servants, public employees, and teachers. However, not everyone enjoys this regime, many teachers feel disadvantaged, while teaching requires dedication, responsibility, and equal pressure.

"We hope that the city's leaders will consider expanding the scope and subjects of application of the policy, ensuring more fairness in the treatment regime, helping all teachers have more motivation to contribute to the career of educating people," said Mr. Tien.

Ms. Tran Thi Phuong Nam, from the Hanoi Boarding School for Ethnic Minorities, sadly said: "After 30 years of working, my salary is only equal to that of a new graduate. Hearing about the increased income from Resolution 46/2024 made me happy. But then I felt disappointed when I realized that I was not eligible for this desirable income," Ms. Nam said.

Sharing the same sentiment, teacher Nguyen Thi Minh from Ngo Quyen High School (Dong Anh, Hanoi) said that although it is a pilot autonomous unit, her school only has about 400,000 VND in additional income each month, if she is careful, she will have to spend wisely. "Now that the city's additional income has been cut, we are at a disadvantage," said Ms. Truong, hoping that the city's leaders will consider and change the beneficiaries so that teachers will be treated fairly like other city officials.

Previously, thousands of teachers at autonomous schools in Hanoi "almost lost" their Tet bonuses according to Decree 73/2024 of the Government. This problem stems from Resolution 46/2024 of the Hanoi People's Council.

The Hanoi Department of Education and Training and the Department of Finance then met to discuss and report to the City People's Committee on a plan to support fully autonomous schools and units that have registered to order educational service prices.

According to a representative of the Hanoi Department of Education and Training, thousands of high school teachers and many schools from kindergarten to junior high school in the city will receive bonuses according to Decree 73/2024 after the Tet holiday, when approved by the People's Council. The bonuses will be taken from the city budget.

According to Resolution 46/2024/NQ-HDND, the source of funding for additional income is used from the remaining salary reform fund of the budgets at all levels after ensuring sufficient resources to implement salary reform for the entire budget stabilization period.

The source of funding for additional income of agencies and units is equal to the basic salary fund (including salary according to rank and position) multiplied by the deduction level decided by the City People's Council. The deduction level to create the source of funding for additional income spending in 2025 is equal to 0.8 times the basic salary fund.
