(Dan Tri) - On February 25, the Hanoi People's Council will consider supporting funding to implement the bonus regime for public schools that self-finance regular expenses according to the provisions of Decree 73 of the Government.
Accordingly, the funding level to support the implementation of the bonus regime for teachers is proposed for 2 phases.
For the first 6 months of 2024 (July 1 - December 31, 2024), the support level is equal to 10% of the total salary fund (excluding allowances and contributions) of the unit as of July 1, 2024.
For the first 8 months of 2025 (January 1-August 31), the support level is still equal to 10% of the total salary fund but calculated as of January 1.
Notably, the total salary fund is calculated according to the position, title, rank, and level of the subject in the salary list but does not include contract workers.
The funding source to support the implementation of the bonus regime is taken from the state budget and is outside the reward fund according to the provisions of the Law on Emulation and Reward of the unit.

The estimated amount of money needed to be spent on rewards is about 254,741 million VND. Of which, the city level will spend nearly 122 million VND, and the district level will spend nearly 133 million VND.
In the 2024-2025 school year, 381 public schools from kindergarten to high school in Hanoi will pilot ordering based on educational service prices. The ordering period is from September 2024 to the end of August 2025.
These schools have not yet received budget funding to implement the bonus regime as stipulated in Decree 73. At the same time, because they are only in the first year of piloting self-sufficiency in regular expenditures, the units are not yet able to save funds to implement bonuses for officials, civil servants and workers. It is extremely necessary for the city to have a policy of financial support.
Previously, the Hanoi People's Committee submitted a document to the City People's Council to issue a Resolution to support funding for implementing the bonus regime as prescribed in Decree 73 for public educational institutions that self-finance regular expenses to pilot the ordering of educational services using the state budget of Hanoi.
As reported by Dan Tri reporter, Decree 73 of the Government issued at the end of June 2024 stipulates salary levels and bonus regimes for civil servants, public employees and military personnel.
In which, the bonus is calculated based on outstanding achievements and the results of the assessment and classification of the level of task completion. The bonus fund is equal to 10% of the total annual salary fund, excluding allowances.
Many schools in provinces and cities have implemented this Decree and rewarded teachers according to their work classification.
However, according to Resolution 46 of the Hanoi People's Council dated December 10, additional income is only for cadres, civil servants and public employees of public service units whose regular expenses are fully guaranteed by the state budget.
This means that Hanoi teachers at schools that are not covered by the state budget for all regular expenses will not be eligible for additional income.
On the afternoon of January 6, the Hanoi Department of Education and Training sent a document to the city's leaders regarding the incident in which hundreds of teachers are at risk of losing their Tet bonuses.
Accordingly, the Department has proposed to the leaders of Hanoi city and specialized departments to have a plan to ensure the legitimate rights of teachers according to Decree 73.
"It is difficult for teachers to live on their salary, especially to pay for the expensive cost of living in Hanoi. The bonus is a spiritual encouragement for teachers, so that they can work with peace of mind," the leader said.
