On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion 127-KL/TW of the Politburo and Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system.

Including the content of the Politburo and the Secretariat directing the development of a project to continue to reorganize the military.

Specifically, the Central Military Commission is assigned to base on Conclusion No. 126-KL/TW of the Politburo and the Secretariat to preside over and coordinate with relevant agencies to direct research and develop a plan to continue to arrange the appropriate military organization (including the organization of district-level military agencies), proactively propose a time to report to the Politburo according to the progress of this conclusion.

Previously, in Conclusion No. 126-KL-TW on the task of continuing to reorganize the military, the Central Military Commission was assigned to preside over and coordinate with the Central Organization Committee, the Government Party Committee, the National Assembly Party Committee, relevant Party committees and organizations to study the orientation to continue to reorganize the military (including the organization of district-level military agencies); propose to supplement and amend relevant Party mechanisms and policies and State laws, and report to the Politburo in the third quarter of 2025.

On February 28, General Phan Van Giang, Minister of National Defense, chaired a conference assigning tasks to agencies and units to research and propose local military organizations.

Here, General Phan Van Giang requested the General Staff and relevant agencies to study and develop a plan for organizing local military forces based on the Party's viewpoints on the all-people national defense policy, the people's war policy, the all-people, comprehensive; in accordance with Vietnam's national defense strategy, military strategy; implementing the nation's tradition of "Hiding soldiers in the countryside", the Party's viewpoints on building a strong reserve force, and a widespread militia and self-defense force.

Previously, on February 20, working with the Ministry of National Defense on the results of implementing Resolution 05-NQ/TW of the Politburo on the organization of the Vietnam People's Army for the period 2021 - 2030 and the following years, President Luong Cuong said that by the end of 2024, the organization of the Vietnam People's Army would be basically streamlined, compact, and strong; have a synchronous and reasonable organizational structure among components and forces; and be 1 year ahead of schedule compared to the target set out in Resolution 05-NQ/TW.

In the process of implementing large-scale organizational adjustments, attention was paid to resolving reasonable policies and regimes, creating high unity among officers and soldiers throughout the army.

According to the Ministry of National Defense, as of February 15, 2025, the military has adjusted nearly 2,900 organizations. Of which, 1 general department, 2 army corps, 37 department levels and equivalent, and nearly 300 departments have been reduced.

Adjust the military deployment in all three regions in all five combat environments. At the same time, strengthen the construction of military zone defense posture; build provinces and centrally-run cities into solid defense areas in the new situation; increase the number of troops for newly established units, units performing training missions, and combat readiness in key strategic areas, borders, seas, and islands.
