After Tet, Lam Dong teachers still wait for bonuses according to Decree 73

After Tet, teachers in Lam Dong are still waiting for their bonuses according to Decree 73. Many teachers are impatient because other provinces and cities have paid out bonuses to teachers before Tet.

Many teachers in Lam Dong province reported that they have been waiting since before Tet to receive bonuses according to Decree 73/2024/ND-CP dated June 30, 2024 (Decree 73 - PV) but have not seen this bonus yet.

Teachers work all year without bonus

Decree 73 stipulates annual bonuses for cadres, civil servants, public employees and armed forces. Accordingly, the calculation of annual bonuses for cadres and teachers is based on the level of task completion.

Ms. NTH, a teacher in Ta Nung commune (Da Lat city), said: “We don’t have any Tet bonus this year. Hearing that there will be a bonus according to Decree 73, we teachers are waiting every day to arrange our Tet spending.

But it was almost Tet, now it's past Tet and we still haven't seen the bonus. We asked the school and they said there's no bonus this year."

According to Ms. H., through research and information from the press, she and her colleagues in Lam Dong know that teachers in many provinces and cities across the country receive bonuses according to Decree 73 before Tet, while some places (like Hanoi) pay after Tet.

"We are very sad. We don't know if our rights are being neglected or not. If there were no bonuses according to Decree 73, we teachers would have worked all year without any bonuses," the female teacher confided.

Bonuses for teachers only from 2025?

According to the Department of Education and Training of Lam Dong province, Decree 73 will take effect from July 2024, but the Department of Finance of Lam Dong province will not have implementation instructions until January 20, 2025. Therefore, units have not prepared bonus plans.

Mr. Nguyen Ngoc Nhi - Director of Lam Dong Province Department of Finance - said that the document issued on January 20, 2025 by the Department of Finance aims to guide the creation of reward sources for 2025 and to solve the problem of educational units lacking resources, so he proposed that the Department of Finance supplement according to regulations.

“In addition, the implementation of Decree 73 in Lam Dong is slow, partly due to the Ministry of Home Affairs' guidelines on rewards not being available until mid-November 2024. Other provinces and cities implemented it early, perhaps because they had information earlier and proactively implemented it early,” said Mr. Nhi.

Discussing whether to implement back pay for teachers or not, a representative of the Department of Education and Training of Lam Dong province said that there will be no back pay if the current implementation is followed. The bonus for teachers according to Decree 73 will be implemented in 2025.

Similarly, Director of Lam Dong Department of Finance Nguyen Ngoc Nhi said that it is impossible to implement the bonus according to Decree 73 for teachers of the province in 2024 after Tet At Ty, because the spending plan for 2024 ended on December 31, 2024.
