Lao Dong newspaper has an article "A district in Bac Giang strongly opposes Amway organizing a multi-level seminar".
Accordingly, after receiving an official dispatch from the Director of the Department of Foreign Affairs of Bac Giang province requesting opinions on the organization of an international conference by Amway Vietnam Co., Ltd. in the district, the People's Committee of Lang Giang district issued two documents resolutely refusing.
However, on November 14, the Department of Foreign Affairs of Bac Giang province still issued a document agreeing to allow Amway Company to organize the above seminar.
Speaking to a reporter from Lao Dong Newspaper, Mr. Ngo Bien Cuong - Director of the Department of Foreign Affairs of Bac Giang province said that the conference planned by Amway Company will have a Thai speaker attending, so the company has sent a request for permission to organize an international conference to the Department of Foreign Affairs, through the one-stop department.
Mr. Cuong emphasized that the Department of Foreign Affairs only manages foreign elements and the content of exchanges between foreigners at the conference.
After receiving the license application from Amway Company, on October 24, the Department of Foreign Affairs sent a dispatch asking for opinions to the Department of Industry and Trade, the Provincial Police and the People's Committee of Lang Giang district.
Then, the Department of Foreign Affairs received the response documents from the above units.
Accordingly, the People's Committee of Lang Giang district disagreed because: "Recently, in Lang Giang district, many organizations and businesses have organized seminars to sell multi-level products such as: functional foods, health care products. The subjects with many sophisticated tricks, preying on the greed and ignorance of many people, have attracted many people, especially young people and the elderly, to participate in buying and selling many products..."; however, the name of the violating business was not clearly stated.
Bac Giang Provincial Police sent an official dispatch to comment and stated: "Currently, it has not been discovered that the organization of the conference affects security and order in the locality."
The Department of Industry and Trade of Bac Giang province has an official dispatch confirming: Amway Company has a business registration certificate issued by the Department of Planning and Investment of Binh Duong province; a multi-level marketing registration certificate issued by the Ministry of Industry and Trade; a multi-level marketing registration certificate in Bac Giang province issued by the Department of Industry and Trade.
"After reviewing the documents of Amway Vietnam Co., Ltd., the Department of Foreign Affairs found that it complied with regulations on organizing and managing international conferences and seminars in Vietnam, so it issued a document allowing the organization," said the Director of the Department of Foreign Affairs of Bac Giang.
The Bac Giang Department of Foreign Affairs has also requested the People's Committee of Lang Giang district to send staff to coordinate with the Department of Foreign Affairs, Department of Industry and Trade, and Provincial Police to supervise and ensure the conference complies with legal regulations.
The Director of the Bac Giang Department of Foreign Affairs added that decisions cannot be emotional but must be based on legal regulations.
"If according to regulations, businesses are allowed to organize events that we do not allow them to organize, causing damage to them, then the businesses can react and file a lawsuit against the decision of the state management agency that made the decision, and that agency must take responsibility for its decision," Mr. Ngo Bien Cuong shared.
