(Dan Tri) - Local government representatives said that although they have made adjustments and assigned responsibilities to association organizations, detecting and preventing people from participating in seminars is still difficult.
Mr. Nguyen Van Canh, Chairman of the People's Committee of Tho Son Commune (Anh Son District), said that through images reported in the press and social networks, it was determined that a number of local citizens went to Vinh City ( Nghe An ) to attend the conference on March 10.
According to the commune chairman, last year, there was also a situation in the area where elderly people were invited to attend seminars and travel for free, but were then persuaded to buy expensive health care products.
Local authorities have organized propaganda and popularized the high-priced sales method in the form of seminars and free tours to every hamlet and household.

In addition, the leaders of Tho Son commune also instructed the heads of local associations and branches of the elderly, veterans, women, etc. to increase their information gathering, promptly detect and prevent members from participating in the above activities.
However, Mr. Canh also admitted that timely detection to prevent citizens from participating in seminars and free tours is difficult.
Most of the elderly are ethnic minorities living in remote villages, so their access to information and propaganda is limited. In addition, the units organizing seminars and tours do not gather the elderly in one place as before to mobilize their participation, but instead go to each house, each hamlet, and each village in a "snipping" style.
"We continue to promote propaganda work, at the same time rectify and thoroughly educate associations and hamlets to prevent the above situation from happening again," Mr. Canh affirmed.
Previously, on March 10, about 50 elderly people and veterans from mountainous districts were invited to Vinh city (Nghe An) to attend a workshop and were encouraged to return by the Quang Trung ward government (Vinh city).
At the time the authorities arrived, the elderly had received some boxes of brain nourishing blood circulation products from the conference organizer, MA Community Health Care Center (based in Quang Trung ward), and had not purchased any other products.
The conference organizer was warned by authorities for organizing an event with a large number of participants but not reporting it to the local authorities.

During a working session with the conference organizer on March 11, the interdisciplinary delegation of Quang Trung Ward People's Committee, representatives of the professional department of the Provincial Police and the Market Management Department of Nghe An Province discovered that this facility displayed health care products and functional foods for sale without publicizing or listing prices. The authorities said that this behavior will be handled according to regulations.
Public opinion acknowledged the timely intervention of relevant agencies, because of concerns that the elderly would be persuaded and enticed to buy high-priced products.
In addition, many opinions say that it is necessary to consider the responsibility of local authorities when units and businesses take citizens out of the area to sell products, as well as propaganda work to prevent citizens from being "trapped" into buying goods at high prices.
