Reduce 30,430 hectares of macadamia planting projects

In order to gradually remove obstacles in land procedures and facilitate investors in macadamia projects in Dien Bien, since the beginning of 2023, the People's Committee of Dien Bien province has urged and directed departments, branches and localities to speed up the progress of land allocation, forest allocation, and granting of forestry land use right certificates for areas with macadamia planting projects as soon as possible. At the same time, investors are required to commit to ensuring project implementation progress in 2023 and the following years. However, after the deadline, investors still failed to fulfill their commitments, and recently the People's Committee of Dien Bien province has decided to reduce the scale of macadamia planting projects in the whole province.

At the meeting of the Steering Committee for implementing macadamia planting investment projects in the province held on the afternoon of July 12, it was agreed to adjust down 30,430 hectares of 8/13 macadamia planting projects in the whole province.

By the end of the second quarter of 2023, there were 13 macadamia planting projects in the province approved for investment with a scale of 85,814 hectares. Currently, 5/13 projects have had their investment projects approved by investors; 2/13 projects have completed the investment project preparation and organized the collection of opinions from relevant departments and local authorities where the projects are implemented. To date, the projects have measured and identified land owners for 23,103 hectares, reaching 27% of the total area to be measured; and 4,871.85 hectares of macadamia trees have been planted, reaching 15% of the approved progress in 2023.

According to the Steering Committee's assessment, the progress of macadamia tree planting projects by investors is very slow. Currently, it is the forest planting season, but only 7/13 projects have carried out site preparation and seedlings for planting (of which 4 projects are planting); 5/13 projects have not been implemented. Most investors have not been active and serious in completing documents and procedures for project approval, creating the basis and legal basis for implementing the next steps, especially land procedures; and issues related to seedling quality, technical support during the project implementation process...

Members of the Steering Committee, local leaders and investors basically agreed with the summary proposal of the Department of Planning and Investment on the proposal to adjust and reduce the scale of macadamia planting projects in Dien Bien province.

Accordingly, the Department of Planning and Investment proposed to reduce the scale of the projects according to 2 options. Option 1, adjust to reduce 30,430ha of 8/13 macadamia planting projects, of which: State leased area is reduced by 18,397ha; area associated with people is reduced by 12,030ha. The total area after the reduction is 57,438ha; of which, State leased area is 38,862ha; associated with people is 18,575ha. Option 2, because macadamia planting projects all have a land use coefficient of about 60 - 65%, the Department of Planning and Investment proposed to reduce the scale of the actual planting area. This option includes the reduced area of ​​8 projects in option 1 and continues to propose to reduce the scale of the remaining 5 projects. The total area after adjustment is reduced to 41,826 hectares; of which, the State leased area is 27,751 hectares, and the area associated with the people is 14,076 hectares.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Lo Van Tien affirmed: The Steering Committee for implementing macadamia planting investment projects agrees to strictly implement Notice No. 611-TB/TU dated October 11, 2022 of the Provincial Party Standing Committee on considering reducing the scale of projects that are behind schedule compared to the investor's commitment. The Steering Committee agrees to consider adjusting the scale of macadamia planting investment projects in 2 phases: Phase 1, consider adjusting the reduction of 30,430 hectares for 8/13 macadamia planting investment projects according to the proposal of Option 1 of the Department of Planning and Investment. Phase 2, the Steering Committee considers adjusting the scale at the end of November 2023. The Steering Committee requested the Department of Planning and Investment to coordinate with members of the Steering Committee, People's Committees of districts and cities and investors to promptly complete documents and procedures for adjusting the scale of phase 1 projects no later than July 20.

Regarding the progress of macadamia planting projects in the area, it is known that since the beginning of 2022, after many meetings as above, the progress of implementing parts of the projects, such as measuring, land ownership and progress of planting new macadamia trees, has not changed much.

It is worth mentioning that, in addition to slow progress, some investors have shown indifference and lack of enthusiasm in working with local authorities to resolve problems; some investors leave the planting and initial care to the people, while macadamia is a new crop that requires special care techniques.

Mr. Le Khanh Hoa, Secretary of Nam Po District Party Committee, reported: There are two projects in the district, including the High-tech Macadamia Planting Project in Muong Nhe and Nam Po districts implemented by Him Lam Macadamia Dien Bien Joint Stock Company and the Macadamia Intensive Cultivation Project implemented by Dien Bien High-Tech Agriculture and Tourism Joint Stock Company. The total planned area for macadamia planting for these two projects is up to 15,855 hectares.

Accompanying the investor in implementing the project, as soon as the Provincial People's Committee approved the investment policy, the Party Committee and the authorities of Nam Po district promptly took action, established the District Steering Committee, established four working groups to assist the Steering Committee; directed the establishment of 121 grassroots mass mobilization groups to directly meet and propagate to the people about the future, effectiveness of macadamia trees and job opportunities that macadamia projects bring.

However, in response to the local authorities’ responsible involvement, investors were indifferent and irresponsible. “The district leaders called to discuss directly, issued invitations to investors to agree on a solution, but the investors did not listen, and the invitations received were not responded to. This made the local authorities’ propaganda work even more difficult, and the people lost confidence,” Mr. Le Khanh Hoa emphasized.

With Muong Ang - one of the districts that has proactively implemented most of the tasks related to land procedures, propaganda, and mobilizing people to agree with macadamia planting projects, but the project progress in Muong Ang is still slow and some problems have begun to arise from the investor side.

Citing this opinion, Mr. Nguyen Tien Dat, Secretary of Muong Ang District Party Committee, said: In the total planned area for macadamia planting in Muong Ang, the district has allocated funds to measure and register over 1,800 hectares for businesses to plant macadamia in the form of land lease, but the district leaders called and sent official letters inviting the businesses five or seven times, but the businesses did not return.

Although the People's Committee of Dien Bien province has held many frank and resolute meetings to resolve difficulties and obstacles in implementing macadamia development projects in the area, the progress of the projects has not changed much, many tasks are "stuck" in place. This situation has significantly affected the trust of people in the project area and the expectations of local authorities and Party committees.
