From the attack on the headquarters of Ea Tieu and Ea Ktur communes, Cu Kuin district (Dak Lak province) on the morning of June 11, to better understand the lives of ethnic minorities in the Central Highlands as well as policies to care for people here, VietNamNet reporters interviewed the 13th Party Central Committee member, Chairman of the National Assembly's Ethnic Council Y Thanh Ha Nie KDam.
I am very indignant at the barbaric actions of the murderers.
As a son of the Central Highlands mountains and forests, and a former Secretary of the Cu M'Gar District Party Committee and Secretary of the Buon Ma Thuot City Party Committee, could you share your feelings about the unfortunate incident that occurred on June 11 in Ea Tieu and Ea Ktur communes, Cu Kuin district, Dak Lak province?
I am a child of the ethnic minorities of the Central Highlands, raised and matured in Dak Lak province, my family and clan have long been attached to the Bazan land of the Central Highlands. Growing up in the context of the country having just gone through a long resistance war to drive out foreign invaders, the country was independent, unified, the country was united, I deeply understood the value of independence and freedom.
To achieve today, previous generations of fathers and brothers, including the ethnic minorities of the Central Highlands, united under the leadership of the Party, stood shoulder to shoulder, persistently and resiliently fought and won against the invaders.
Having today's life is thanks to the Party and our predecessors who sacrificed their blood and bones to preserve peace, to have a prosperous, happy life, civilized development, rich people, and strong country.
In the early morning of June 11, 2023, a number of subjects, following the enticement and incitement, acted rashly and recklessly to attack the headquarters of two communes, Ea Tieu and Ea Ktur, Cu Kuin district (Dak Lak province), killing officials, police and people , seriously affecting political security and social order and safety in the area.
When I heard about the incident, I was very indignant at the barbaric actions of the murderers. I hope that our fellow countrymen of all ethnic groups will not let bad people take advantage of propaganda, incite, entice, entice, and provoke them to do things that go against their conscience, against the law, and against the good traditions of our fellow countrymen.
Understanding the life, customs, activities and cultural identity of ethnic minorities in the Central Highlands, how do you perceive the spirit of solidarity and mutual love of the people here?
The Central Highlands is known as a legendary land, home to 52/54 ethnic groups in the country, including 51 ethnic minorities, with nearly 2.2 million people.
This is a place that preserves the unique cultural identity of ethnic groups, with the everlasting vitality of epics, poems, associated with customs, rituals and songs, dances, music, traditional festivals, unique concepts of the universe and people; the quintessence of tangible and intangible culture, characteristics, regional cultural identity, artistic values, material values, spiritual values of solidarity, historical values of the ethnic minority communities here.
The ethnic groups in the Central Highlands have a tradition of solidarity and a very resilient revolutionary struggle. Throughout history, the ethnic groups living here have made great contributions to the struggle for national independence as well as in the construction and protection of the country, steadfastly following Uncle Ho and the Party.
The ethnic groups in the Central Highlands are always united and love each other, considering this the main foundation for community life, the basis for expressing their community spirit.
During the resistance war and the construction and protection of the country, people always protected, sheltered and sheltered cadres in the revolutionary struggles.
In peace, sharing the common difficulties of the whole country and the region, the people here have given up their land and contributed to essential infrastructure projects and production complexes, together with a team of cadres who take care of production, work hard, and have absolute trust in the leadership of the Party and in the path to socialism that the Party, Uncle Ho and our people have chosen.
Forests in the Central Highlands are of special importance.
When the incident happened, in its role as the National Assembly's supervisory body on issues related to the lives of ethnic minorities, what actions did the Ethnic Council take?
Implementing the National Assembly's Resolution on supervising "The implementation of the National Assembly's resolutions on the National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period", the Ethnic Council was assigned to preside over and help the National Assembly implement this supervision topic.
On June 11, the Supervisory Team of the Supervisory Delegation conducted supervision in Dak Lak province; at the same time, surveyed and grasped the situation related to security and order assurance work in the area.
In the near future, the Ethnic Council will coordinate with the National Assembly's Committee on National Defense and Security and the Ministry of Public Security to organize a conference in the Central Highlands to discuss the implementation of socio-economic development policies and ensuring national defense and security in the Central Highlands.
How do you evaluate the policies on economic development, social security care as well as the preservation of living space and cultural space of ethnic minorities in the Central Highlands region?
In recent times, the policies of the Party and the State have created favorable conditions for the Central Highlands to develop its economy and society, ensure security and defense, and improve the quality of life of local people. The Central Highlands economy has achieved quite comprehensive results, shifting its structure towards reducing the proportion of agriculture, increasing the proportion of services; and large-scale production of goods.
The Central Highlands has become a key production area for a number of large-scale key agricultural products. The Central Highlands is forming an inter-regional tourism development chain, gradually becoming a unique eco-cultural tourism area, with the power to attract and captivate tourists.

The cultural life of the Central Highlands people is increasingly rich, the unique traditional cultural values of ethnic groups are studied, restored, preserved and promoted, a number of historical and cultural relics are renovated and embellished. The cultural space of the Central Highlands Gong has been recognized by UNESCO as an intangible cultural heritage of humanity.
The system of facilities serving education and training has been invested in, the healthcare network has been strengthened, increasingly meeting the learning and healthcare needs of the people in the region. The quality of education and training has been increasingly improved; the health index of the people in the region has been positively improved; the preventive healthcare network in the Central Highlands provinces has been consolidated.
Poverty reduction has achieved many positive results, the poverty rate has decreased rapidly. State management of environmental protection, nature conservation, biodiversity and water resources protection has been focused on. Forest protection and development management and effective use of the country's resources have been focused on by all levels, sectors and localities, and identified as important and urgent issues for the livelihoods of people in the region.
The forests in the Central Highlands are of particular importance in building and strengthening the national defense posture. The forests of the Central Highlands are also a natural part of the daily cultural identity of the local ethnic minorities, a living space, an indispensable part of Vietnamese culture.
Proactively grasp the political security situation and social order and safety
From this incident, what lessons do you think should be learned to avoid similar incidents from happening?
In my opinion, the policies for developing the Central Highlands must focus on and combine synchronous solutions in terms of politics - ideology, economy - society, environment, national defense - security; take care to solve social issues, ethnic and religious policies.
Stability and development of ethnic minority areas is an important factor in ensuring stability and development of the Central Highlands and is the basis for building great national unity, especially Kinh-Thuong unity.
Therefore, there must be appropriate policies and solutions to improve the lives of ethnic minorities in the Central Highlands; respect the specific characteristics, traits, psychology, customs and practices of the ethnic minorities when solving specific practical problems.
Besides, we need to arouse pride in history, culture, revolutionary tradition, will, aspiration to rise up, spirit of self-reliance, solidarity and creativity of people in the region, especially ethnic minorities.
Party committees, authorities, the Vietnam Fatherland Front and socio-political organizations, especially at the grassroots level, regularly grasp the Party's guidelines and policies and the State's policies and laws.

An indispensable thing is to strengthen the extensive dissemination of policies and guidelines to the people to concretize and flexibly apply them in accordance with the situation and practical conditions of each locality; create consensus and unity in perception and action to implement the set goals and tasks.
Besides, it is necessary to proactively grasp the political security situation and social order and safety in the area; build a peaceful, friendly, cooperative, stable border for mutual development with neighboring countries.
At the same time, it is necessary to attach importance to the work of Party building and the political system, especially the work of building the contingent of cadres, maintaining an appropriate proportion and ensuring the structure of ethnic minority cadres in the Party and government apparatus from the provincial to the grassroots level.
According to you, in the coming time, what policies should the State have to give more priority to the Central Highlands region?
With its important strategic position, hostile and reactionary forces always identify the Central Highlands as a key area in their strategy of "peaceful evolution", riots and overthrow, inciting narrow-minded nationalism, separatism, and dividing the great national unity bloc.
Therefore, in the coming time, it is necessary to continue to lead, direct, and mobilize the strength of the entire political system to participate in consolidating the great national unity bloc; effectively implement the Party's guidelines, policies, and laws of the State, focusing on Resolution No. 23 dated October 6, 2022 of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Central Highlands region to 2030, with a vision to 2045.
In addition, it is necessary to effectively implement three national target programs on new rural construction, sustainable poverty reduction and especially the national target program on socio-economic development in ethnic minority and mountainous areas, so that people can demonstrate their role as both beneficiaries and investors.
This is also to make the Central Highlands a region of sustainable development, with a green, circular economy; develop a highly efficient agricultural economy based on science and technology, innovation, and digital transformation; fundamentally solve the problem of residential land and production land, stabilize sustainable livelihoods for ethnic minorities, and gradually improve and enhance the material and spiritual life of the people.
Do you have any message for ethnic minorities in Dak Lak in particular and the Central Highlands in general?
In a letter to the Congress of Southern Ethnic Minorities held in Pleiku on April 19, 1946, President Ho Chi Minh wrote: “Be it Kinh or Tho, Muong or Man, JRai or Ede, Xo Dang or Ba Na, or other ethnic minorities, we are all descendants of Vietnam, we are all brothers and sisters. Rivers may dry up, mountains may erode, but our solidarity will never diminish.”
Imbued with his ideology, the Party and State have been paying attention, proposing policies and organizing implementation to care for and look after the people, bringing the best conditions for the people to develop comprehensively in all aspects of social life.
Therefore, our compatriots should rest assured, trust, unite, and not listen to the enticements, incitements, incitements, enticements, and divisions of the bad guys.
