National Economics University plans to have 3 admission methods, including: direct admission (2%), combined admission (83%) and admission based on high school graduation exam results (15%). Some top universities in the country, such as Hanoi University of Science and Technology, Hanoi Medical University, Ho Chi Minh City University of Medicine and Pharmacy also do not consider admission based on transcripts.
Ho Chi Minh City University of Industry and Trade plans to reduce the enrollment quota for the high school transcript review method from 30% to 15-20% of the total quota.
Ho Chi Minh City National University plans to implement three admission methods: direct admission; admission based on the results of the competency assessment exam organized by Ho Chi Minh City National University; admission based on the results of the high school exam. Schools are encouraged to develop a combined admission method.
According to some university education managers, the reason why many schools do not consider transcripts for admission is because the transcript scores of high schools are not equal, there is a large gap leading to unfairness in admission. Moreover, from 2025, candidates will study and take exams according to the 2018 education program, so each student will choose and have transcript scores in different combinations.

Responding to Thanh Nien Newspaper, Master Le Phan Quoc, Deputy Head of Training Department of Ho Chi Minh City University of Education, once explained that the learning results shown in high school transcripts differ between schools. With the same score of 9 in math, students from one school may be different from those from another school, depending on the assessment method and scale.
Besides, the 2018 General Education Program has many differences compared to the 2006 education program, because students choose different subjects and study clusters.
According to education experts, the trend of reducing quotas or eliminating the admission method based on academic records contributes to reducing negativity in testing and evaluation in high schools, increasing fairness in university admissions. However, it also raises the question of whether testing and evaluating students in high schools is not reliable enough for universities to use in admissions like in many countries around the world?
Upon learning that many universities have reduced their enrollment quotas or abandoned the admission method based on academic records, the principal of a high school in Quang Tri province said that student assessment according to Circular 22 has been implemented for nearly 3 school years. In the beginning, teachers encountered difficulties, but now it has become routine, there has been much progress, and student assessment is more effective and substantial.
In particular, the Ministry of Education and Training has twice announced the illustrative exam questions for the 2025 high school graduation exam. Based on that, schools have developed questions, tests, and assessments in the new exam format. This helps teachers better assess students' abilities, while helping students get used to the new exam format, and prepare well for the 2025 high school graduation exam.
Although students choose different subject combinations and clusters of topics, teaching, testing, and assessment are all based on common standards. This is a common measure and everything is public, clear, and announced in advance, not a riddle for students like before.
There may be differences in assessment between schools, but there is still consistency. The 2025 high school graduation exam has 36 different subject groups. Students who choose the same group to take the exam will have similar focus on studying the subjects in the group. The testing and assessment of students at schools, although in different forms, are based on the requirements for qualities and abilities, so the assessment results will be similar.
Therefore, the above principal hopes that universities will reduce the enrollment quota based on academic records, not stop it completely. At the same time, a combination method should be applied, including considering academic records, combined with graduation exam scores, with international foreign language certificates, or excellent student awards... to be fair to students. If universities do not use academic results at all, Circular No. 22 is considered ineffective, it will reduce students' efforts and learning, and disadvantage students with excellent and good grades.
