Disappointed
Having a personal car that is about to be inspected, Ms. Nguyen Thi Anh Hong (living in District 10, Ho Chi Minh City) expressed: "I made an appointment for inspection on the TTDK app (application) but the schedule is full until July 2023, while my family car has to be used every day. I heard that there is a plan for family cars to automatically renew the new cycle in May, so I have been waiting for the past few days. But now it is already June and I still haven't seen it, so I am very confused. If I don't renew in time, my family car will have to be "covered" for a while."
Need to soon apply automatic registration extension for non-business vehicles to reduce congestion
Similarly, Mr. N.D.S (residing in Thu Duc City, Ho Chi Minh City) is also waiting for the revised circular to be issued so that he does not have to wait in line for vehicle inspection. Mr. S. said: "My vehicle is due for inspection in May, according to the new regulations, the inspection can be delayed by 15 days, and I heard that the inspection will be automatically extended, so I subjectively did not make an appointment. Now it is the end of May, my vehicle's inspection has expired for more than 15 days, but the circular has not been seen yet. Now I have to leave my vehicle at home and continue to wait."
According to the Vietnam Automobile Transport Association, although the Department of Registration has developed the TTDK application and applied it to online registration, it only helps reduce the number of vehicles queuing at registration centers, but does not solve the overload situation because the number of vehicles due for registration is currently very large. The prolonged registration congestion in recent times has exhausted transport businesses, leading to the risk of bankruptcy and having to compensate customers for contracts...
Mr. Nguyen Van Hung, Permanent Vice President of Binh Duong Automobile Transport Association, was upset: "The solution to limit congestion in vehicle inspection has been proposed by the associations and has been approved by the Department of Vehicle Inspection. The data system is also available, I don't understand why the issuance is so slow, while businesses are waiting day by day. If the revised Circular is applied sooner, it will reduce the damage to businesses that day."
Reporting to the National Assembly, Minister of Transport Nguyen Van Thang acknowledged: "The rapid increase in motor vehicle inspection units in some localities and urban areas has created fierce and unhealthy competition. In order to attract customers, some units have implemented incorrect standards, norms, and regulations, omitted inspection contents and items, and committed fraudulent acts in motor vehicle inspection. On the other hand, the inspection price was built 10 years ago and has not been adjusted appropriately in the context of increased input costs, causing difficulties in the operation of the inspection centers, and revenue is not as expected; with the desire to quickly recover capital, it has led to unhealthy competition, violating legal regulations".
"For violations in the field of motor vehicle inspection, the primary responsibility for state management belongs to the Registry. The Department of Transport of provinces and cities is responsible for inspecting and supervising inspection activities in the area; the responsibility of the ministry is not to resolutely direct the adjustment, supplementation and completion of legal regulations related to vehicle inspection activities, and to clearly separate the state management function and the provision of public services of the Registry," Minister Nguyen Van Thang admitted.
June on time?
According to the Ministry of Transport, the ministry is currently finalizing amendments and supplements to Circular No. 16/2021/TT-BGTVT in a simplified manner to allow automatic extension of the inspection cycle according to Circular 02/2023/TT-BGTVT for passenger cars with up to 9 seats that are not used for transportation business. This circular is expected to be issued by the Ministry of Transport in June.
According to statistics from the Department of Registration, nearly 1.4 million non-commercial vehicles with up to 9 seats will have their inspection deadlines postponed by 6 months. This means that registration units will have time and focus on human resources to inspect commercial vehicles and other vehicles whose registrations have expired but have not been inspected. However, the issue that people are most concerned about now is the need to apply it immediately because they have waited too long while the traffic jam situation on the app has not improved.
Will adjust the price of inspection services
The Ministry of Transport has just sent a document to the Vietnam Register requesting to urgently develop prices for motor vehicle inspection services in accordance with legal regulations, and submit them to the Ministry of Transport before June 7, 2023. Accordingly, in order to ensure the basis for proposing the Ministry of Finance to amend and supplement regulations on current vehicle inspection service prices, the Ministry of Transport requests the Register to base on the provisions of Decree No. 177/2013/ND-CP dated November 14, 2013 of the Government guiding the implementation of a number of articles of the Law on Prices to urgently assess the implementation situation and the level of cost compensation of current vehicle inspection services at registration units (according to types of enterprises, public service units, etc.).
In reality, many inspection centers in Ho Chi Minh City are currently operating at full capacity, however, the number of vehicles coming for inspection is still very large.
On June 1, the TTDK application management department said that the app has been updated with some features to be "smarter", creating convenience for vehicle owners. Specifically, the TTDK application will support scheduling for vehicles that have expired for too long or that expire on the right day, with priority given to vehicles that are about to expire or have expired registrations that register in advance.
Specifically, to be able to arrange a priority schedule, users need to go to the app, Vehicle Management section, register vehicle information, accurately enter vehicle information including: license plate number, license plate background color, certificate serial number and expiration date. The application will then analyze the data and support users in finding and scheduling appointments. In addition, the TTDK application has also just developed a "find free schedule" feature to support businesses. For businesses, the number of vehicles that need to be inspected is very large, this feature is designed to help find the nearest free schedule to schedule an inspection appointment.
A leader of the Registry Department said that with efforts to rectify operations, 72 registration centers have resumed operations nationwide, bringing the total number of registration centers in operation to 249/281. In Hanoi alone, 26/31 and in Ho Chi Minh City, 16/19 registration units are operating.
The Vietnam Register has also added sanctions for inspection units, inspectors and employees for acts of arbitrarily making requests or issuing procedures not specified in regulations, refusing to provide inspection services... causing difficulties for businesses and people. Most recently, the Ministry of Transport has proposed that the Prime Minister consider and approve the development of the project "Innovation of state management in the field of inspection" to clearly define the roles, functions and tasks of state management of inspection with the function of organizing the provision of inspection services (public services).
The project also clarifies the orientation and roadmap for innovation and reorganization of the Department of Registration to ensure streamlining, efficiency, and suitability with the practical situation. Regarding the solution to automatically extend the registration of non-commercial vehicles (less than 9 seats), the leader of the Ministry of Transport affirmed that by amending the regulations, especially allowing automatic extension of the inspection cycle, the congestion of vehicles being inspected will be immediately resolved in the next 1-2 months.
