Ho Chi Minh City proposes two sets of guidelines on warning devices for children left on school buses

There are currently no specific regulations or guidelines on standards for warning devices for children left on school buses.



The Ho Chi Minh City Department of Transport has just sent a document to the Ministry of Public Security and the Ministry of Transport to provide guidance on issues related to transport activities, including shuttle buses according to the Road Law and the Law on Road Traffic Order and Safety.

Accordingly, the Law on Road Traffic Order and Safety stipulates devices that record images of preschool children and students and devices that warn of children being left in vehicles. Decree 151 stipulates signs that identify vehicles carrying preschool children and students, placed on the front and two sides of the vehicle above the windows.

However, according to the Ho Chi Minh City Department of Transport, there are currently no specific regulations or guidelines on standards for devices with the function of warning of children being left in vehicles. Therefore, the Ministry of Public Security is considering providing guidance on specific standards for devices with the function of warning of children being left in vehicles so that relevant units can implement them in accordance with regulations.

In addition, the identification signs for vehicles carrying preschool children and students are placed on the front and two sides of the vehicle above the window issued with the current standard and are large in size (350mm x 350mm). Placing the sign in the lower right corner of the vehicle window will limit the driver's vision.

Therefore, the Ministry of Transport should consider adjusting the size or position of the sign indicating that the vehicle is transporting children in front to suit reality and ensure safety.

While waiting for instructions for implementing units, the Ho Chi Minh City Department of Transport recommends that the authorities consider not imposing penalties for violations according to Decree 168 until competent authorities issue instructions for full implementation of the above regulations.

In addition, regarding passenger transport activities under contract, transporting preschool children, students, and employees to school or work according to Decree 158, it is stipulated that: "Passenger transport business units under contract sign a written transport contract with the transport hirer".

However, the decree does not mention the passenger list.

Therefore, the Ministry of Transport shall consider and provide specific guidance on passenger transport activities under contracts for transporting preschool children, pupils, students, and employees to school and work so that transport businesses can implement them consistently according to regulations and ensure convenience for forces to monitor and inspect these activities...
