Cooperatives need to quickly shift their thinking from agricultural production to agricultural economics.

Attending and speaking at the National Cooperative Forum 2025 held in Hanoi on April 11, Deputy Prime Minister Nguyen Chi Dung, Head of the National Steering Committee on Collective Economy, emphasized the orientation of quickly shifting agricultural production thinking to agricultural economic thinking, that is, promoting the highest efficiency per unit area, optimizing value rather than just maximizing output.

Green production is an inevitable trend

On behalf of the Party and State leaders, the Deputy Prime Minister sent his best wishes on the occasion of the 79th Anniversary of Vietnam Cooperative Day (April 11, 1946 - April 11, 2025) and acknowledged and commended the Vietnam Cooperative Alliance (VCA) together with ministries, branches and localities for their initiatives and successful organization of the Forum.

Developing a green economy and a circular economy is a common and inevitable trend in many countries around the world. The Vietnamese Government has also been proactive, making great efforts and determination in the green transformation process, issuing resolutions, strategies, action plans and international commitments, towards the country's sustainable development goals.

Thereby, cooperatives, cooperative unions, cooperative groups, members and households can actively participate, contributing to realizing the goals and tasks of reducing greenhouse gas emissions, greening economic sectors, greening lifestyles and promoting sustainable consumption.

Deputy Prime Minister Nguyen Chi Dung reviewed a number of valuable viewpoints and solutions that achieved high consensus that delegates discussed and proposed at the Forum.

Firstly, unifying awareness throughout society, affirming that collective economic development is one of the important foundations to achieve the goal of inclusive growth and sustainable development; is an important channel to implement policies on cultural and social development, environmental protection, ensuring political security, order and social safety, for the goal of "rich people, strong country, democracy, fairness and civilization".

"Recently, in General Secretary To Lam's article on private economic development, he affirmed that the private economic sector, together with the state economy and the market economy, is the core group to build an autonomous, self-reliant and self-reliant economy," said the Deputy Prime Minister.

Second, green production transformation focuses on transforming the growth model towards greening economic sectors, minimizing negative impacts on the environment; applying a circular economic model through exploitation, economical and efficient use of natural resources and energy; based on the foundation of science and technology (S&T), innovation and digital transformation.

Third, green transformation and green development cannot be separated from green technology, digital transformation and circular economic models.

According to the Deputy Prime Minister, it is necessary to make the most of achievements in science and technology to improve the efficiency of green transformation. In particular, using AI to optimize energy consumption; applying blockchain to make the green supply chain transparent; promoting renewable energy, especially wind power and solar power to serve green production and consumption; using AI, blockchain, and sensors to develop ecological agriculture.

Fourth, to promote green production transformation in the KTTT sector to move quickly, in the right direction, and achieve high results, it is necessary to have an open, transparent, stable, highly predictable legal environment with the participation and support of the State.

Fifth, green production transformation for cooperatives operating in the agricultural sector plays a key role in the collective economic sector.

"We need to focus on developing cooperatives in the agricultural sector based on modern, clean, organic, sustainable criteria, saving natural resources; speeding up the progress of afforestation and reforestation projects, and developing sustainable forestry economy," the Deputy Prime Minister emphasized.

Research on separate credit framework to support green transformation of cooperatives

Considering that improving the quality and added value of products and optimizing the value of land use are more important goals than simply increasing output, the Deputy Prime Minister emphasized the need to shift the mindset from agricultural production to agricultural economic thinking, that is, how to maximize efficiency per unit area, optimizing value rather than maximizing output.

"Pushing up production without considering output, profit, and efficiency is "exploiting land", polluting the environment, and making it difficult for people to get rich," Deputy Prime Minister Nguyen Chi Dung commented.

According to the Deputy Prime Minister, the State Bank needs to study a separate credit framework for green transformation cooperatives; the Ministry of Finance should study and develop a digital transformation project for cooperatives.

To achieve these goals, towards inclusive growth and sustainable development, the Deputy Prime Minister suggested a number of tasks and solutions.

Specifically, for ministries, branches and localities: (1) continue to improve institutions in the direction of both managing and creating a favorable business environment for production and business organizations of the knowledge economy; (2) strongly promote science and technology activities, innovation and digital transformation in the knowledge economy sector; (3) strengthen the promotion of green finance and attract international investment capital.

"I propose that the State Bank of Vietnam guide and support cooperatives, especially those applying high technology in agricultural production; technology innovation projects and "green" projects to access and borrow capital from banks and credit institutions; and study a separate credit framework to support cooperatives in green transformation," the Deputy Prime Minister directed.

In addition, the Vietnam Cooperative Alliance must promote its core representative role, supporting collective economic organizations in disseminating, educating, and raising awareness of the collective economic sector about the role and significance of green growth and green transformation tasks; improve the operational efficiency of the Central Cooperative Development Support Fund and provide professional guidance to local cooperative funds, and research on accessing green financial resources.

In particular, the Deputy Prime Minister requested the Cooperative Alliance to coordinate with the Ministry of Industry and Trade and the Ministry of Foreign Affairs to expand and reach out to international markets.

For collective economic organizations and cooperatives, the Deputy Prime Minister requested them to proactively overcome inherent barriers and obstacles to move forward; make strong changes in thinking, awareness and action; and increase investment in green transformation, green technology and digital transformation.

At the same time, developing KTTT organizations associated with green transformation, green economy, and circular economy development to better compete and meet new trends in the consumer market; identifying high-quality human resources as a decisive factor for the success of the green transformation process.

Calling on ministries, sectors, localities and the cooperative community to not stop at dialogue, Deputy Prime Minister Nguyen Chi Dung suggested immediately embarking on specific tasks and projects to help the collective economic sector continue to develop, catch up and progress with other economic sectors, creating sustainable values ​​for future generations, bringing the country into an era of wealth and prosperity.
