Ho Chi Minh City changes location to issue and reissue badges for transport business vehicles
The Ho Chi Minh City Department of Transport and Public Works announced a change in the point of receiving and returning results of procedures for granting and re-granting badges for cars and four-wheeled motor vehicles operating in the transport business in Ho Chi Minh City from April 1.

Dong Nai proposes to establish a free trade zone near Long Thanh airport

At a working session with the delegation of the National Assembly's Economic and Financial Committee on the afternoon of March 26, the leaders of Dong Nai province proposed allowing the locality to pilot the establishment of a free trade zone model near Long Thanh airport and Phuoc An port.
According to the provincial leaders, Vietnamese law currently does not have specific regulations for the free trade zone model. Therefore, the study of the free trade zone project is urgent and important content, which must be implemented soon to serve as a basis for concretization in practice.
If approved, this free trade zone will become a pilot model for innovation in Vietnam's policy mechanisms, economic institutions, and business environment according to international standards.
Previously, the People's Committee of Long Thanh district sent a document to Dong Nai Department of Finance regarding the review and proposal of locations for implementing free trade zones.
Accordingly, the four proposed areas are located around Long Thanh airport, in the communes of Long Phuoc, Long An, Cam Duong, Binh Son, Tan Hiep and Bau Can (Long Thanh district) with a total area of 1,400 hectares.

On March 26, the State Treasury announced the need to buy foreign currency from commercial banks, with an expected volume of 130 million USD.
Most recently, on March 19, the State Treasury announced a maximum spot purchase of $300 million. Previously, the agency offered to buy a maximum of $300 million on March 12, $150 million on February 24, $150 million on February 18, and $200 million on February 12.
Thus, the State Treasury has had a total of 6 foreign currency purchase offers since the beginning of February until now with a total scale of more than 1.2 billion USD.
The State Treasury's auction to buy USD (usually for the main purpose of paying off foreign debt) may contribute to the current exchange rate pressure.
Recently, some foreign organizations have adjusted their forecast for the USD/VND exchange rate from 25,400 VND to 26,000 VND by mid-2025. It is forecasted that by the end of 2025, the USD/VND exchange rate will be only 25,700 VND.
Pilot transfer of agricultural land for commercial housing projects from April 1
According to Resolution 171/2024/QH15, from April 1, 2025, real estate business organizations are allowed to receive land use rights transfer and change land use purpose for agricultural land to implement pilot projects if they meet the following conditions:
- The scope of the land area and land plot for project implementation must comply with the district-level land use planning or construction planning and urban planning;
- The scope of the land and land plot for project implementation is consistent with the approved local housing development program and plan;
- The scope of the land area and land plot for project implementation is included in the list of land areas planned to implement the pilot project approved by the provincial People's Council;
- There is a written approval from the provincial People's Committee on the agreement to receive land use rights to implement a pilot project for the project of a real estate business organization receiving land use rights and the project of a real estate business organization that has land use rights and receives land use rights.
- Real estate business organizations must satisfy the conditions prescribed by law on land, housing, real estate business, investment and other relevant legal provisions.
In particular, in the case of using the planned area of national defense land and security land to carry out a pilot project, the above conditions must be met and there must be written approval from the Ministry of National Defense for national defense land and the Ministry of Public Security for security land.
