Ministries, sectors and localities prioritize strongly promoting high growth associated with maintaining macroeconomic stability.
The Government issued Resolution No. 77/NQ-CP dated April 10, 2025 on the regular Government meeting in March 2025 and the Government's online conference with localities.
The Resolution stated: The world situation is forecast to continue to have large, rapid, complex and unpredictable fluctuations; military conflicts in some regions continue; strategic competition between major countries is more intense, trade wars occur on a large scale, risks of disruption to supply chains and global value chains... Domestically, difficulties and challenges outweigh opportunities and advantages; extreme weather conditions pose risks to agricultural production, electricity production and supply; new, unpredictable factors inside and outside the economy create pressure on macroeconomic stability, inflation, exchange rates, major balances and management and operation to promote growth.
In that situation, the Government and the Prime Minister request Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to thoroughly grasp and effectively implement tasks and solutions for socio-economic development according to the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, especially Resolution No. 01/NQ-CP and 02/NQ-CP dated January 8, 2025, Resolution No. 25/NQ-CP dated February 5, 2025, Resolutions of regular Government meetings, Directives, Telegrams and directions of the Prime Minister; continue to promote responsibility, determination, timeliness and close, synchronous and effective coordination in direction and administration.
Government members, ministries, branches and authorities at all levels must not be complacent or satisfied with the initial results achieved, but must also not be pessimistic or wavering in the face of complex developments and difficulties, and external impacts; continue to make the most of opportunities and advantages, quickly remove difficulties and obstacles that arise, make efforts to overcome challenges, strive to achieve and exceed the goals, targets and tasks of the socio-economic development plan set for 2025, especially the growth target.
Ministries, branches and localities focus on effectively implementing the following 9 main contents:
1- Prioritize strongly promoting high growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; proactively, flexibly, promptly and effectively responding to emerging issues with policies, firmly achieving the GDP growth target of 8% or more in 2025.
Ministries, agencies and localities, according to their assigned functions, tasks and powers, closely follow developments in the international and regional situation, fully assess the impact on our country's socio-economy to develop response scenarios, timely and appropriate policy responses, and avoid being passive or surprised. Urgently deploy flexible and effective adaptation solutions both in the short and long term to the new US tariff policy; strengthen information exchange, and jointly propose effective and substantive cooperation directions in the coming time in line with the efforts, the comprehensive strategic partnership between Vietnam and the United States and for the benefit of the people and businesses of the two countries.
The Chairmen of the People's Committees of 37 provinces and centrally run cities that did not achieve the GRDP growth target in the first quarter of 2025 according to the proposed scenario shall coordinate with the Ministry of Finance to review, clarify the causes, propose solutions and readjust the GRDP growth scenario to implement in the following months and quarters of 2025, ensuring the achievement of the target assigned by the Government in Resolution No. 25/NQ-CP dated February 5, 2025.
The Ministry of Finance shall preside over and coordinate with relevant agencies and localities to urgently review and accurately assess the impact of the US reciprocal tax policy on Vietnam; study and propose to competent authorities before April 15, 2025 a plan to support businesses and workers in industries and sectors affected by the US tariff policy; promptly submit to competent authorities a draft Resolution of the National Assembly on reducing value-added tax applicable from July 1, 2025 to December 31, 2026 and a Decree detailing a number of articles of Resolution No. 107/2023/QH15 dated November 29, 2023 of the National Assembly on the application of additional corporate income tax in accordance with regulations on preventing erosion of the global tax base; to be completed in April 2025; Urgently complete the Resolution on mechanisms and policies for breakthrough development of the private economic sector, the draft dossier of the National Assembly's Resolution on developing international and regional financial centers in Vietnam, report to competent authorities before April 15, 2025 and submit to the National Assembly for consideration and approval at the 9th Session.
The State Bank of Vietnam shall preside over and coordinate with agencies and localities to closely monitor the international and regional situation, changes and adjustments in policies of major economies to proactively, flexibly, promptly and effectively manage monetary policies; manage exchange rates in accordance with market conditions, and be ready to intervene when necessary to stabilize the foreign exchange market; continue to direct credit institutions to more drastically and effectively implement solutions to strive to reduce lending interest rates, create conditions for people and businesses to access loans at reasonable costs and low capital costs; direct credit to production and business sectors, priority sectors, and growth drivers; promote short-term lending to support businesses affected by the US tariff policy; Research and develop a preferential credit package for people under 35 years old to buy houses, a preferential credit package of about 500 trillion VND for enterprises investing in infrastructure and digital technology to borrow long-term, and report to the Prime Minister in April 2025.
2- Urgently complete the two-level local government organization model, promote the arrangement and streamlining of the administrative apparatus in conjunction with institutional improvement, improve the effectiveness and efficiency of state management; carefully prepare the contents to be submitted to the 11th Central Conference of the 13th tenure and the 9th Session of the 15th National Assembly.
Ministries, agencies and localities, according to their assigned functions, tasks and powers, focus on researching, proposing amendments and supplements to regulations related to the organization of the apparatus in the system of legal documents, ensuring continuous, smooth and effective operation of the state apparatus after being rearranged according to the direction of the Politburo and the Secretariat; focusing on clearly defining the authority between local government levels when converting from a 3-level to a 2-level local government model, associated with promoting decentralization from the Central Government to local governments.
Ministries and ministerial-level agencies urgently develop and issue documents within their authority in April 2025 to guide localities in transitioning work, ensuring no interruption in the management of sectors and fields at the local level when merging provincial-level administrative units, not organizing at the district level, and continuing to merge commune-level administrative units.
The Ministry of Home Affairs shall preside over and coordinate with agencies and localities to urgently complete the Submission and Project on the arrangement and reorganization of administrative units at all levels and build a model of organizing a two-level local government to ensure adequate political, legal and practical bases for submission to the Central Executive Committee for approval; submit to the Government for submission to the National Assembly Standing Committee to issue a Resolution on the arrangement of provincial and communal administrative units; submit to the National Assembly and the National Assembly Standing Committee to issue a Resolution on the arrangement and merger of provincial and communal administrative units in accordance with the schedule and requirements of the Politburo and the Central Executive Committee.
The Ministry of Justice shall promptly appraise draft laws and resolutions to be submitted to the National Assembly for approval at the 9th Session; strengthen monitoring, inspection, and urging ministries and agencies to speed up the drafting and promulgation process according to their authority and submit to the Government and the Prime Minister for promulgation of documents detailing laws and resolutions approved by the National Assembly, determined to completely resolve the situation of delay and debt in promulgating detailed regulations in April 2025.
3- Accelerate disbursement of public investment capital, implement 3 National Target Programs, develop synchronous and modern strategic infrastructure, take public investment as the lead, activate and attract effective use of social resources.
Ministries, agencies and localities, according to their assigned functions, tasks and powers, focus on leading and directing the implementation of tasks and solutions to promote disbursement of public investment capital more drastically, strongly and effectively, striving to disburse public investment capital in 2025 to reach 100% of the plan assigned by the Prime Minister. Ministers, heads of ministerial-level agencies, central agencies and provincial People's Committee Chairmen clearly identify difficulties and causes of slow disbursement of each specific project to directly direct and promptly resolve them according to their authority, report to competent authorities if beyond their authority; take full responsibility before the Government and the Prime Minister for the results of allocation and disbursement of public investment capital in 2025.
The Ministries of Agriculture and Environment and Ethnic Minorities and Religions urgently summarize the implementation of the 3 National Target Programs for the period of 2021-2025, specifically and objectively assess the results achieved, shortcomings and limitations as a basis for proposing competent authorities to approve investment policies for the Programs for the period of 2026-2030 according to regulations, and submit to the Government in July 2025 to report to the National Assembly at the Session in October 2025.
The Ministry of Construction shall preside over and coordinate with relevant agencies and localities to urgently complete and submit to the Prime Minister for approval the adjustment of the Long Thanh International Airport Project Phase 1 in April 2025 in accordance with the Prime Minister's direction in Notice No. 139/TB-VPCP dated March 28, 2025 of the Government Office...
4- Strongly develop key economic sectors, especially processing, manufacturing and energy industries; promote sustainable and high-quality agricultural production; firmly ensure national energy and food security.
Ministries, agencies and localities, according to their assigned functions, tasks and powers, shall promote the substantive and effective implementation of economic restructuring associated with growth model innovation, focusing on industries with potential, advantages, high and sustainable added value; enhance competitiveness, gradually reduce advantages based on low costs, tax incentives, develop industry clusters according to value chains; focus on removing difficulties of large industrial projects, playing an important role in the fields of electricity, oil and gas, processing industry, manufacturing, minerals... to soon put them into operation, increase production capacity, proactively create sources of supply of raw materials and fuels for sustainable development.
The Ministry of Industry and Trade shall preside over and coordinate with agencies and localities to accelerate the progress of approval and effective implementation of the Power Plan VIII and the Plan Implementation Plan; promptly remove difficulties and obstacles, ensure the progress of putting into operation large power source projects and important power grids, absolutely not allowing power shortages in any case (in case of power shortages, the Minister of Industry and Trade must take responsibility); closely monitor market developments, according to assigned functions, tasks and authorities, proactively implement management solutions, balance supply and demand of gasoline and oil, ensure gasoline and oil supply for production, business and consumption in all situations.
The Ministry of Agriculture and Environment shall preside over and coordinate with agencies and localities to continue researching and proposing new and breakthrough mechanisms and policies (including pilot and specific mechanisms and policies (if necessary), "green channel" mechanisms for high-tech agricultural projects; support the transfer and application of high technology in agricultural production and processing to improve productivity, quality and added value of products.
5- Expand and diversify markets, export products and supply chains; maximize the exploitation of the domestic market, promote tourism; strengthen prevention and control of smuggling, trade fraud, counterfeit goods and origin of goods.
Ministries, agencies and localities, according to their assigned functions, tasks and powers, shall promote the implementation of solutions to connect supply and demand, link production with distribution and consumption, encourage e-commerce platforms to implement programs to promote the consumption of domestically produced goods and local products; continue to organize nationwide promotional programs, bring goods to rural areas, remote areas, industrial parks...
Ministries, agencies and localities direct functional forces to strictly control the origin of goods to minimize the impact of foreign investment with signs of unhealthy or tax evasion that may affect our country's exports; strengthen market management, fight against smuggling, trade fraud and counterfeit goods; strictly implement legal regulations on intellectual property and copyright.
The Ministry of Industry and Trade shall preside over and coordinate with agencies and localities to promote trade, effectively exploit signed free trade agreements (FTAs), promptly conclude negotiations and initiate negotiations, and sign new FTAs with potential markets such as the Middle East, Africa, Latin America, Central Asia, Eastern Europe, India, Brazil, etc. Actively discuss with US agencies to promote negotiations on bilateral trade agreements, ensuring harmony, rationality, and benefits for both sides.
Expand the system of Trade Offices and Vietnam Trade Promotion Offices abroad to support businesses in trade connection and export promotion; proactively research and propose solutions to support industries and businesses in responding to trade defense lawsuits, adapting to new technical barriers of export partners to promote sustainable exports; report to the Government in the second quarter of 2025.
The Ministry of Construction shall preside over and coordinate with the Ministry of Finance and relevant agencies to urgently develop mechanisms and policies to promote the consumption of domestically produced construction materials, especially cement, iron and steel... (especially research and proposal to reduce tax rates on clinker), and report to the Government before April 15, 2025.
The Ministry of Culture, Sports and Tourism and localities shall promote tourism, stimulate demand and attract tourists in the summer of 2025; coordinate with the Ministry of Construction to have a suitable plan to manage airfares, promote domestic tourism, especially during the April 30 - May 1 holidays.
6- Focus on developing science and technology, innovation, emerging industries and fields, promoting comprehensive national digital transformation; reforming administration more strongly and substantially, removing difficulties for production and business activities, and enhancing the competitiveness of the economy.
Ministries, agencies and localities, according to their assigned functions, tasks and powers, focus on perfecting institutions, mechanisms and policies and ensuring resources to implement Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation in the second quarter of 2025; effectively implement the Conclusion of the First Session of the Government Steering Committee on science, technology, innovation and digital transformation development and Project 06; effectively organize the implementation of Resolution No. 66/NQ-CP dated March 26, 2025 of the Government approving the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026; Focus on reviewing, cutting down, and simplifying administrative procedures related to production and business activities, business conditions, internal administrative procedures, decentralizing administrative procedure settlement, implementing administrative procedures regardless of administrative boundaries within the provincial level, ensuring the set goals and requirements and being consistent with the organizational structure after reorganization and streamlining.
The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Science and Technology and the Ministry of Construction to review and propose to the Prime Minister to issue new and effectively implement issued strategies on research, application and exploitation of marine space and underground space in the second quarter of 2025.
The Ministry of Finance shall preside over and coordinate with agencies and localities to develop and submit to the Government amendments and supplements to Decree No. 85/2019/ND-CP dated November 14, 2019, regulating the implementation of administrative procedures under the national single window mechanism, the ASEAN single window mechanism and specialized inspection of exported and imported goods in the direction that one item is subject to management and inspection by a specialized agency, strongly shifting from "pre-inspection" to "post-inspection" and all specialized management procedures are carried out through the national single window portal.
7- Effectively and promptly implement social security policies, improve the quality of people's health care and the quality of human resources.
Ministries, agencies and localities, according to their assigned functions, tasks and powers, shall accelerate the implementation of the movement to eliminate temporary and dilapidated houses nationwide, striving to basically complete it before October 31, 2025, including effectively using the source of reduction and saving 5% of regular expenditure in 2024 to support the elimination of temporary and dilapidated houses according to Decision No. 559/QD-TTg dated March 10, 2025 of the Prime Minister.
The Ministry of Finance shall preside over and coordinate with the Ministry of Construction and relevant agencies to urgently submit to the Prime Minister the establishment of the National Social Housing Fund before April 15, 2025 and allocate housing support funds for people with revolutionary contributions and martyrs' relatives according to regulations immediately after approval by competent authorities.
The Ministry of Health reviewed, supplemented, and completed the Politburo's report on expanding the scope of the National Target Program on Population and Development, which the Politburo agreed on in principle; in which, attention was paid to the content of people's health care and protection, preventive medicine, and grassroots health care to ensure meeting the requirements of improving both physical and mental health, stature, longevity, and quality of life of Vietnamese people.
The Ministry of Education and Training synchronously and effectively implements solutions and policies to encourage and promote high-quality human resource training for priority and emerging sectors and fields; researches and develops policies to support resource investment, place orders, and assign training tasks to high-quality human resource training institutions.
8- Strengthen national defense and security potential, maintain independence and sovereignty, ensure political security, social order and safety; promote the prevention and fight against corruption, negativity and waste; effectively and substantially implement foreign affairs activities; and prepare well for activities to celebrate major national holidays.
Ministries, agencies and localities, according to their assigned functions, tasks and powers, carefully prepare and well organize activities to celebrate the country's major and important holidays in April and May 2025 such as: 50 years of Southern Liberation Day, National Reunification Day, 135 years of President Ho Chi Minh's birthday...
The Ministries of National Defense and Public Security, according to their assigned functions and tasks, proactively do a good job of strategic research, grasp, evaluate, and closely forecast the situation, promptly advise the Party and State on policies and countermeasures to successfully handle situations, absolutely not to be surprised or passive in terms of strategy; ensure political security, social order and safety, especially internal security, cultural and ideological security, information security, economic security, cyber security, social security, and security in strategic areas; absolutely ensure the safety of important political, foreign affairs, cultural, and social events of the country.
The Government Inspectorate directs and organizes thematic inspections focusing on a number of areas that are likely to cause great loss and waste in order to handle violations, while at the same time strongly warning and deterring ministries, agencies and localities in the effective management and use of financial resources and public assets.
9- Continue to promote information and propaganda work, especially policy communication, to inspire, create motivation, trust, social consensus and new momentum for development.
Ministries, sectors, localities, press and media agencies proactively promote information and propaganda work on Vietnam's efforts in promoting cooperation with partners, especially major countries, Comprehensive Strategic Partners, Strategic Partners, Comprehensive Partners; focus on spreading positive information, praising good practices, new factors, good people, good deeds. Strengthen the implementation of thematic communication programs on major policies and orientations of the Party and State, achievements in socio-economic development, especially growth, anti-inflation, ensuring macroeconomics, the revolution of restructuring the apparatus, developing science and technology, innovation, digital transformation, major anniversaries in 2025... Strengthen the fight against bad, toxic, untrue information, and distorted arguments of hostile forces.
