Specifically, the average retail electricity price increased from VND 2,006.79/kWh to VND 2,103.11/kWh (excluding VAT) from October 11, equivalent to an increase of 4.8% compared to the current average retail electricity price.
The Ministry of Industry and Trade has also issued a decision regulating electricity prices, including retail electricity prices for groups of electricity customers and retail electricity prices for electricity retailers.
This decision will specify the retail electricity price structure for each customer group after applying the price increase adjustment from today (October 11).
EVN said that basically, this electricity price adjustment will ensure that poor households and policy families are not affected significantly. According to statistics, in 2023, the whole country will have 815,000 poor households and social policy households receiving electricity support according to the Government's policy.

Previously, in 2023, the retail electricity price was adjusted up twice (3% in May 2023 and 4.5% in November 2023). With 2 price increases in 2023, the retail electricity price increased by more than 142.35 VND/kWh and the average electricity price increased from 1,920.3 VND to the new price of 2,006.79 VND/kWh (excluding VAT).
On October 10, according to a report from the Ministry of Industry and Trade, EVN lost nearly VND 22,000 billion in 2023. Previously, in 2022, EVN had a loss of VND 20,747 billion.

Specifically, according to this Ministry, EVN's electricity production and business results in 2023 were a loss of VND 34,244.96 billion. However, income from activities related to electricity production and business in 2023 was VND 12,423.40 billion. As a result, the loss decreased to VND 21,821.56 billion (excluding income from other production).
According to Decision 05/2024 replacing Decision 24 on the mechanism for adjusting average retail electricity prices, effective from May 15 this year, the time for adjusting electricity prices is shortened from 6 months to 3 months.
Accordingly, if the average electricity price needs to be adjusted to increase from 3% to less than 5% compared to the current average electricity price, EVN will decide to adjust the average electricity price up by the corresponding level. If the increase is from 5% to less than 10% compared to the current average electricity price, EVN is allowed to adjust the average electricity price up by the corresponding level after reporting and being approved by the Ministry of Industry and Trade.
