Implementing Circular 17/2024/TT-NHNN on opening and using payment accounts and Circular 18/2024/TT-NHNN on bank card activities of the State Bank of Vietnam (SBV), currently, the State Bank of Thanh Hoa is directing commercial banks in the area to urgently support customers in updating biometric data to both avoid interruption of banking transactions and ensure safety, protect assets and interests of people.

Bac A Bank Thanh Hoa deploys customer support at the counter; based on the number of customers coming to transact, bank staff will directly guide the installation.

Accordingly, from January 1, 2025, payment account holders or bank card holders will be suspended from performing online transactions (money transfers, bill payments, deposits, etc.) and money transfer/withdrawal transactions in the following cases: not updating biometric information; not updating new information to replace expired identification documents (citizen identification, passport, visa). Before the deadline for completing biometric authentication, banks have drastically implemented many solutions to urge customers to complete the request to avoid transaction interruptions. Currently, most banks have arranged personnel even outside of business hours, on weekends and holidays to guide customers in performing biometrics; support customers in updating biometric information.

Knowing this information, Ms. Trinh Thu Huong, in Dong Ve Ward, Thanh Hoa City, went to Bac A Bank - Thanh Hoa Branch on Le Loi Avenue, Dong Huong Ward to get support for biometric installation. In just a short time, Ms. Huong was enthusiastically guided by bank staff and successfully installed, ensuring safe and smooth transactions.

Agribank branches in the province announced to serve people and customers to update biometrics.

Ms. Le Thi Dung, Deputy Director of Bac A Bank - Thanh Hoa Branch (Bac A Bank Thanh Hoa) said: "Biometric authentication allows management agencies and service providers to accurately identify account holders, transaction makers, and beneficiaries. This not only protects customer accounts but also helps banks minimize risks and fraud. In about half a month, all customers transacting at the bank must fully supplement their biometrics. Bac A Bank Thanh Hoa has deployed many solutions to support customers in updating their biometrics through online channels and banking applications.

Before and after January 1, 2025, Bac A Bank Thanh Hoa has deployed customer support at the counter, based on the number of customers coming to transact directly, bank staff will directly guide the installation; the bank also proactively connects and directly supports many customer groups to promptly update information and biometrics. Customers only need to bring their citizen identification card to the transaction counter and will be guided by bank staff. In addition, Bac A Bank also invested in more machinery and upgraded software for faster operations. In addition, the bank also shortened and streamlined procedures to support customers to ensure smooth transactions.

At the system of branches and transaction offices of the Bank for Agriculture and Rural Development of Vietnam (Agribank) in the province, they are actively supporting customers in many forms: Guiding customers to perform on Agribank's electronic banking applications (Agribank Plus, Agribank Retail eBanking) and directly at Agribank's transaction points to provide information, verify and match identification documents and biometric information. Banks also arrange additional on-site staff to support customers outside of transaction hours, especially branches also deploy many professional teams to go to units and areas with a large number of customers such as: businesses with a large number of workers, universities, colleges, remote areas... to support updating and supplementing biometric information for customers. In addition, Agribank is implementing a special incentive program for customers who complete biometrics. From now until January 13, 2025, when customers successfully install biometrics, Agribank will immediately give away 10 lucky spins in the program "Lucky Spin: Open a Plus Account - Receive Ten Thousand Privileges". Just by opening a Plus Account and installing biometrics, customers will have the opportunity to receive attractive prizes.

Previously, in Decision No. 2345/QD-NHNN dated December 18, 2023 of the State Bank of Vietnam (SBV), it was required that from July 1, 2024, all types of online transactions of individual customers must be authenticated with biometric identification signs, including: money transfers with a value of over VND 10 million/transaction or a value of VND 10 million or less but the total transaction value in the day is over VND 20 million; money transfers abroad; payment of goods and service bills with a total transaction value of over VND 100 million in the day; activating digital banking services for the first time or changing devices using digital banking applications. This is a drastic solution of the SBV to enhance the safety and security of online payments. Thereby forming a healthy cyberspace, promoting non-cash payments for sustainable development in society.

Director of the State Bank of Thanh Hoa, Tong Van Anh, said: "The State Bank of Thanh Hoa has issued many documents to deploy and direct commercial banks in the area to carry out propaganda in many forms, encouraging customers to update their biometrics early to minimize the possibility of fraud, scams, and risks during transactions. As of mid-December 2024, the Thanh Hoa banking sector has authenticated biometrics with population data through chip-embedded citizen identification cards and VneID accounts for millions of customers. At this time, the State Bank of Thanh Hoa is focusing on directing commercial banks in the province to resolutely implement propaganda solutions, sprinting in the work of supporting customers to authenticate biometrics of individual customers and corporate customers, even outside of business hours and on holidays and weekends.

In fact, most customers who have not updated their bank accounts with biometrics are older customers, not tech-savvy, customers in remote areas, workers, etc. The State Bank of Vietnam recommends that people take advantage of the implementation of biometric authentication to impersonate bank employees and contact customers to request "support" in installing biometrics to commit fraud and appropriate customers' assets and information. Therefore, to ensure safety, people using e-banking services need to comply with the regulations and instructions of the bank; for passwords to access online transaction services, they need to set passwords that are difficult to guess, have special characters, and do not use password saving features for automatic login.

Along with that, people absolutely do not provide their name, online banking login password, OTP code via phone, email... to anyone. In case of disclosure or suspected disclosure of login name/password, customers must notify the bank for timely support. In addition, customers must not take pictures of bank credit cards and send them via gmail, or post them on social networking sites; in case of card loss, they must lock the card on the electronic banking application or notify the bank to avoid the risk of losing money in the account.
