20 years ago, on September 30, 2003, the People's Committee of Lang Son province issued Decision No. 1820/QD-UB on the establishment of the Department of Natural Resources and Environment, a specialized agency under the Provincial People's Committee on the basis of the organizational structure of the Department of Land Administration and receiving a number of tasks from the Departments: Agriculture and Rural Development; Industry - Handicraft; Science, Technology and Environment.
Immediately after its establishment, the Department focused on perfecting the organization, stabilizing it, and soon starting to operate according to its assigned functions and tasks. Although there were certain difficulties in the early days, the collective leadership and civil servants of the Department were united, unified, closely following the leadership and direction of the Provincial Party Committee, the People's Council and the Ministry of Natural Resources and Environment, striving to overcome difficulties, actively advising the province to achieve many achievements in state management of natural resources and environment, basically completing the assigned tasks well, making an important contribution to the overall socio-economic development, ensuring national defense and security of the province.
Speaking at the meeting, Chairman of the Provincial People's Committee Ho Tien Thieu acknowledged and praised the achievements of the Department of Natural Resources and Environment of Lang Son over the past 20 years. Chairman of the Provincial People's Committee Ho Tien Thieu said that the Natural Resources and Environment sector is a complex and sensitive sector, directly related to the interests of people, businesses, and organizations, and has a great impact on ensuring national defense and security, socio-economic development and sustainable development.
“It can be said that just one change in the policy on natural resources and environment immediately has an impact on social life; therefore, civil servants, public employees and workers working at the Department of Natural Resources and Environment need to promptly update, deeply understand legal regulations, be proactive and creative in applying legal regulations on management work in the process of performing public duties, and at the same time must always uphold personal responsibility, be dedicated and devoted to work to be able to complete assigned tasks well.” – Chairman of the Provincial People's Committee Ho Tien Thieu emphasized.
Chairman of the Provincial People's Committee Ho Tien Thieu suggested that in the coming time, the Department of Natural Resources and Environment of Lang Son should closely follow the Resolutions, Directives, Conclusions, action programs of Party committees at all levels, policies and laws of the State, especially those directly related to the industry to proactively advise the province to better perform the state management function in the field of Natural Resources and Environment in the province.
Continue to review and advise the Provincial People's Committee to promptly, fully and synchronously promulgate mechanisms and policies in the fields of natural resources and environment in accordance with the conditions and situation of the province; both ensuring the concretization of the Central Government's documents and promptly removing difficulties and problems arising to meet the requirements of socio-economic development and ensuring national defense and security of the province.
Effectively carry out assigned functions and tasks. In particular, it is necessary to strengthen state management of natural resources and environmental protection. Focus on directing the acceleration of the progress of surveying and mapping cadastral maps, establishing cadastral records, building land databases, and first-time land registration for land users and those assigned land by the State for management in Lang Son province. Improve the quality of the work of establishing, managing, and publicly implementing well the work of planning, land use plans, land allocation, and land recovery.
Timely remove difficulties and obstacles to speed up the progress of site clearance for projects, especially key projects of the province. Pay attention to the management of water resources, hydrometeorology and climate change. Continue to improve the effectiveness of mineral resource management and sustainable environmental protection.
Strengthen inspection and examination of law enforcement and handling of administrative violations in the field of management, use and protection of natural resources and the environment. Do a good job of receiving citizens, pay attention to resolving complaints, denunciations and disputes in areas under the management advisory responsibility of the industry.
Build, manage and exploit the industry's information system and database to serve the province's socio-economic development and the information access needs of people and businesses.
The Chairman of Lang Son Provincial People's Committee also requested the Department to promote administrative reform, including paying more attention to administrative procedure reform, creating favorable conditions for organizations and citizens. Actively coordinate with all levels and sectors to research and advise on reviewing and developing job position projects, perfecting the organization and apparatus of the Department, the Department of Natural Resources and Environment at the district level; pay attention to political and ideological education, improving political capacity, strengthening administrative discipline, sense of responsibility, professional ethics, quality and efficiency of work; take care of training and fostering to improve the capacity and qualifications of civil servants and public employees to meet the development requirements in the new period.
Strengthen propaganda and education to raise awareness, sense of responsibility and sense of compliance with laws on natural resources and environment for organizations, individuals and communities in the province. Closely coordinate with Departments, Boards, sectors, People's Committees of districts and cities to effectively implement State management of natural resources and environment.
On this occasion, 4 groups and 6 individuals were awarded Certificates of Merit by the Minister of Natural Resources and Environment, 2 groups and 3 individuals were awarded Certificates of Merit by the Chairman of the Provincial People's Committee for their outstanding achievements in the emulation movement to celebrate the 20th anniversary of the Department's establishment; 177 individuals were awarded the Medal "For the cause of natural resources and environment" by the Minister of Natural Resources and Environment. In addition, many individuals and groups were awarded certificates of merit by the leaders of the Department of Natural Resources and Environment for their achievements in implementing the movements.
