According to the Vinh Phuc Department of Education and Training, of the 48 competitions taking place in 2023, there are 5 national competitions organized by the Ministry of Education and Training: Phu Dong Sports Festival (every 4 years); National Defense and Security Education Sports Festival (every 2 years); Youth studying and following Ho Chi Minh's ideology, morality and style (once a year); National excellent student competition in cultural subjects for grade 12 (once a school year); Science and technology competition for high school students (once a school year).
There are 7 provincial competitions organized by the Department of Education and Training in 2023. In addition, the remaining 36 competitions launched and deployed by ministries, departments, branches, organizations, and unions of the Central and local levels to high school students in Vinh Phuc province, accounting for 75% of the total number of competitions organized. That is not to mention many online competitions for students to participate in voluntarily.
Cut down on competitions so students have time to play
Faced with this situation, the People's Committee of Vinh Phuc province recently issued Document No. 10943. stated: "Considering the content of the document dated December 22, 2023 of the Department of Education and Training on organizing competitions for students in Vinh Phuc province, the Provincial People's Committee agrees with the proposal of the Department of Education and Training so that students have time to play, participate in healthy entertainment and sports activities, reduce stress after school hours, increase communication and connection with friends and family, and reduce pressure in exams.
In addition to the competitions according to the education program of the Ministry of Education and Training, the People's Council and the Provincial People's Committee, the Provincial People's Committee requests departments, branches, organizations, unions, and People's Committees of districts and cities to review and minimize competitions for high school students in the province; only organize competitions according to regulations.
Thus, not only the Department of Education and Training must minimize specific competitions/contests/exams for students/teachers in the province, but also provincial departments, branches, sectors, unions, and People's Committees of districts and cities are required to review and minimize competitions for high school students in the province.
The Vinh Phuc Department of Education and Training said it had sent a document to its affiliated units, requesting: for competitions organized by organizations, associations, unions, etc., without the coordination and direction of the Ministry of Education and Training (online math and physics competitions, online English competitions, competitions hosted by centers, etc.), the Departments of Education and Training, high schools and educational institutions are required to base on the practicality and effectiveness of the competition to notify students that they can participate voluntarily and according to the actual needs of the students.
The Department also stated: "Do not organize teams, do not put pressure on students, and monitor and supervise during the competition; do not collect fees when students participate in the competition in any form; do not consider awards at school, district, provincial and national levels; students who win prizes in the above competitions are not eligible for rewards according to the provisions of Resolution No. 53/2017 of the Provincial People's Council; do not use competition results to evaluate the competition of participating teachers and units; do not use student exam results to consider admission to the first level".
Vinh Phuc province requires minimizing competitions so that students have time for healthy entertainment and recreation.
The Vinh Phuc Department of Education and Training also said that the trend of streamlining competitions has been taking place in the education and training sector for many years. For example, in the 2018-2019 school year, the Department of Education and Training cut down the competition for excellent students in natural sciences and social sciences for grade 8.
Then, on November 23, 2023, the Provincial People's Committee issued Decision No. 2553 approving the list of 2 exams organized by the education sector in the province; in which many exams that the Department of Education and Training had deployed, are currently no longer organized.
Specifically: English speaking/debate contest for high school students; life skills exchange for high school students; learning about information technology applications, digital transformation in management, teaching and learning...
The Department of Examination and Quality Management (Department of Education and Training of Vinh Phuc) said: "With Document No. 10943 sent to the departments, branches, sectors, organizations of the province and localities in the province, competitions for high school students will once again be reviewed, considered and cut to the maximum".
