That was the affirmation of Mr. Do Thanh Binh - Secretary of Kien Giang Provincial Party Committee - at the working session of the delegation of the Provincial Party Committee and People's Committee of Kien Giang province with the Southern Power Corporation (EVNSPC) on the situation of electricity supply and investment in construction of power projects in the area on the afternoon of October 26, in Ho Chi Minh City.
Removing difficulties and obstacles in compensation and site clearance for ongoing power projects is the issue that EVNSPC and Kien Giang province focused on discussing at the working session.
Kien Giang province and EVNSPC discussed solutions to remove difficulties and obstacles in investing in the construction of power projects in the area.
Ensuring electricity for Kien Giang province with high growth rate
Reporting at the meeting, EVNSPC Deputy General Director Doan Duc Hung said that over the past time, EVNSPC has ensured safe and reliable electricity supply to serve socio-economic development and people's daily needs in Kien Giang province.
Up to now, 100% of communes/wards/towns in the province have electricity; 99.73% of rural households have electricity. There are currently 03 island communes without national grid electricity: An Son, Nam Du and Tho Chu (using local sources of Diesel and renewable energy).
Mr. Do Thanh Binh - Secretary of Kien Giang Provincial Party Committee - gave a directive speech.
In the first 9 months of 2024, the total commercial electricity output of Kien Giang province reached 2,436.9 million kWh, an increase of 9.43% over the same period. In Phu Quoc city alone, in the first 9 months of 2024, the total electricity consumption was 552.97 million kWh, 10.85% higher than the same period. According to forecasts, the average annual load growth rate of Phu Quoc city in the period of 2026-2030 is 10%.
From 2014 to present, EVNSPC has invested in the construction of many power grid projects in the province with a total investment of more than 7,600 billion VND; of which investment for the 220kV - 110kV grid is 5,031 billion VND, and the medium and low voltage grid is 2,569 billion VND.
Mr. Giang Thanh Khoa - Vice Chairman of Kien Giang Provincial People's Committee - assigned tasks to local departments, branches and sectors of Kien Giang province to remove difficulties in power projects.
In particular, in the period of 2015-2023, many important power projects were invested and put into operation by EVNSPC such as: 220kV Kien Binh - Phu Quoc line, 110kV Ha Tien - Tinh Bien line, 110kV Vinh Thuan - An Xuyen line and projects to bring national grid power to island communes of Kien Giang province such as: Hon Tre, Lai Son, Hon Nghe, Son Hai, Tien Hai, ... contributing to ensuring stable and continuous power supply for socio-economic development of Kien Giang province in general and Phu Quoc city in particular in accordance with the tasks assigned by the Party and State to the Electricity sector.
National grid electricity is extended to Tien Hai island commune, Ha Tien city, Kien Giang province in 2019.
The 220kV Kien Binh - Phu Quoc transmission line project, completed in 2022, will increase power sources and ensure safe and stable power supply for Phu Quoc until 2035.
There are still many problems in compensation and site clearance.
Currently, in Kien Giang province, EVNSPC is investing in 14 220/110kV power grid projects with a total investment of VND 3,880 billion; medium and low voltage power grid projects with a total investment of VND 1,100 billion.
Although the Electricity sector has always received attention, direction and support from the Provincial Party Committee, People's Committee and departments, branches and localities of Kien Giang province, many projects are still facing difficulties and problems in compensation and site clearance, especially in Phu Quoc city.
Specifically, the 110kV Phu Quoc - South Phu Quoc transmission line project is scheduled to be energized in 2024, but currently only 35/79 tower locations have been handed over, with 44 tower locations still unoccupied; the 110kV Phu Quoc - North Phu Quoc transmission line project is scheduled to be energized in 2024 (the 110kV North Phu Quoc transformer station has been completed but there is no power supply connection line yet) but currently only 7/72 tower locations have been handed over, with 65 tower locations still unoccupied; the 220kV Phu Quoc transformer station project is scheduled to start construction in the fourth quarter of 2024, but there is still no site for the station.
EVNSPC Chairman Le Van Trang proposed that Kien Giang province continue to pay more attention and be more determined in compensation and site clearance for power projects in the area.
In other districts/cities of Kien Giang province, there are 6 projects that are also facing difficulties and problems. Of which, 4 projects are facing difficulties in compensation and site clearance, including: An Xuyen - Vinh Thuan 110kV Transmission Line Project; Tinh Bien - Ha Tien 110kV Transmission Line Project; Conductor Phase Project of 110kV Transmission Line from 171 Minh Phong - 171 An Bien; Vinh Thuan - Go Quao 110kV Transmission Line Project.
In addition, there are 2 projects that have not been approved for investment policy and investor approval, including the 110kV Rach Gia 2 - Vinh Quang Line project; the 110kV Thanh Loc Industrial Park Station project and the 110kV NR Line connecting to the 110kV Thanh Loc Station.
EVNSPC and Kien Giang province discussed the investment policy of the project to supply electricity from the national grid to the island communes of Nam Du and An Son, Kien Hai district, aiming to provide stable and continuous electricity to the island communes; ensure national defense and security, maintain national sovereignty in the sea and island areas; improve the lives of the people and border guards and coast guard on the island...
Focus on removing obstacles
At the meeting, leaders of the Departments of Industry and Trade, Natural Resources and Environment, Agriculture and Rural Development; leaders of Phu Quoc City, Phu Quoc National Park... also discussed specifically the difficulties, obstacles as well as solutions for power projects.
EVNSPC Deputy General Director Doan Duc Hung reported on difficulties in power projects at the meeting.
On behalf of EVNSPC staff, Mr. Le Van Trang - Chairman of EVNSPC Board of Directors - thanked the Provincial Party Committee, People's Council, People's Committee of Kien Giang province and departments, branches, sectors and localities in the province for their attention, support and creating favorable conditions for EVNSPC to perform well its tasks of supplying electricity and implementing investment in power grid projects in the area.
Identifying “electricity one step ahead”, in recent years, EVNSPC has proactively allocated resources and implemented many electricity projects to meet the high load growth rate of the province, especially Phu Quoc city.
In order to speed up the progress of projects, since the beginning of the year, EVNSPC leaders and employees have worked throughout the holidays; EVNSPC leaders and member units are regularly present at the construction site, working with leaders at all levels to resolve difficulties and problems.
However, up to now, many projects are still facing difficulties in compensation and site clearance; some of which have been long-standing and unresolved, affecting project progress as well as power supply in the area, EVNSPC Chairman of the Board of Directors Le Van Trang emphasized.
EVNSPC hopes that the Provincial Party Committee, People's Council and People's Committee of Kien Giang province will continue to direct the Departments, branches and local authorities at all levels in the province to take more drastic actions and promptly remove difficulties and obstacles of projects, especially projects that ensure electricity supply for Phu Quoc city, contributing to ensuring electricity supply for socio-economic development and maintaining national security and defense in Kien Giang province, EVNSPC leaders proposed.
Mr. Giang Thanh Khoa - Vice Chairman of Kien Giang Provincial People's Committee - acknowledged the efforts of EVNSPC in ensuring power supply in the area; at the same time, he gave specific instructions to each relevant Department, branch, and locality to remove difficulties and obstacles of each project.
Concluding the meeting, Mr. Do Thanh Binh - Secretary of Kien Giang Provincial Party Committee - thanked EVNSPC in particular and the Electricity industry in general for always accompanying and making very important contributions to the development process of Kien Giang province.
Looking back 10 years ago, Kien Giang province still faced many difficulties. However, with determination and correct policies in investing in building infrastructure of "electricity, roads, schools, stations", in which electricity is at the forefront, up to now, Kien Giang has had remarkable development, Mr. Do Thanh Binh affirmed and hoped that EVNSPC will continue to pay attention and accompany Kien Giang province on the path of development.
Regarding the difficulties in compensation and site clearance for power projects, the Secretary of the Kien Giang Provincial Party Committee emphasized that it is necessary to resolve them. For each project, it is necessary to clearly define the responsibilities of each agency, unit, and sector; at the same time, set out timelines and closely follow them for implementation.
Mr. Do Thanh Binh also suggested that EVNSPC and departments, branches and sectors need to coordinate more closely in the process of removing obstacles to speed up the progress of power projects.
Regarding the national grid power supply project for Nam Du and An Son island communes, Kien Giang province leaders affirmed that they will coordinate with EVNSPC to report to competent authorities to soon implement the project.
