In recent years, the Southern Power Corporation (EVNSPC) has invested in the construction of many power projects in Binh Duong province to promptly meet the needs of socio-economic development and investment attraction of the province. However, during the implementation process, some projects have encountered difficulties and obstacles, especially in compensation and site clearance, which may affect the progress of power connection as planned.
EVNSPC said that in the past, despite the facilitation and support of the Provincial Party Committee, the People's Committee of Binh Duong province and related localities, departments and branches, currently, 6 urgent 110kV power grid projects invested and built by EVNSPC in the province are still facing difficulties in compensation and site clearance.
Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Binh Duong province Vo Van Minh requested localities, relevant departments and branches to focus on removing difficulties and obstacles for power projects.
Notably, among these, there are projects that are scheduled to be completed and energized in 2024. Specifically, the Tan Uyen 220kV 110kV Station Project has a scale of 110kV 02-circuit line, 0.4km long with 21 pole positions; to date, only 15 pole positions have been handed over; 6 pole positions are still stuck in compensation and site clearance. Or the VSHIP2 MR2 110kV Station Project and connecting line, currently there are still 11/27 pole positions in Tan Uyen City and Bac Tan Uyen District that have not yet handed over the site to the construction unit; the Cong Xanh Industrial Park 110kV Station Project and connecting line, there are still 10 pole positions in Phu Giao District that have not yet completed site clearance...
There are even projects with very small remaining construction volume but still cannot be implemented due to land issues. Specifically, the phase separation project of the 110kV 2-circuit line 178&179 Binh Hoa - 171&173 Tan Dong Hiep, the remaining construction volume is only pulling phase separation wires with a length of 709m, but still cannot be completed because a few households in Di An City have not agreed.
In addition, the Thanh Phuoc 110kV station project and the 110kV line from Thanh Phuoc 110kV station to Tan Uyen 220kV station; the 110kV line from Thanh An 110kV station to Ben Cat 220kV station are also at risk of being behind schedule due to problems in compensation and site clearance.
EVNSPC invests in many projects to ensure power supply for socio-economic development of Binh Duong province.
The difficulties and problems of the above projects have been reported by the Southern Power Corporation and Binh Duong Power Company and have been discussed many times with the leaders of the Provincial People's Committee, the Department of Industry and Trade and the localities to organize meetings to discuss solutions. However, up to now, they have not been completely resolved, which risks affecting the progress of the projects.
At the meeting in mid-October 2024 with the leaders of Binh Duong Provincial People's Committee, EVNSPC, Binh Duong Power Company continued to propose that the Provincial People's Committee resolutely direct relevant localities, departments and branches to urgently remove difficulties and obstacles in compensation and site clearance for projects, according to the proposed timelines of the electricity industry; to promptly hand over the site to construction units to implement, complete projects on schedule and ensure quality, because there is not much time left from now until the end of 2024.
At the meeting, Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Binh Duong province - highly appreciated the efforts of EVNSPC and Binh Duong Power Company in always prioritizing investment resources to build power projects, meeting the needs of socio-economic development and attracting investment of the province; at the same time, he acknowledged the difficulties and recommendations of the electricity industry for projects facing difficulties.
The Chairman of the People's Committee of Binh Duong province requested that localities, relevant departments and branches focus on removing difficulties and obstacles related to compensation and site clearance; can make advance payments to households for early site clearance, then implement according to the approved compensation pricing plan; Strengthen propaganda and mobilize people to understand the importance of projects for the socio-economic development of the province, to agree and support the projects.
Binh Duong province leaders emphasized that early handover of construction sites for projects will contribute to ensuring electricity supply to serve the province's socio-economic development in the coming time.
