On December 3, Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien and leaders of many departments and branches inspected the construction progress of Quang Tri airport in Gio Quang and Gio Mai communes (Gio Linh district).
3 households "block" the airport
The investor has mobilized hundreds of workers and machines to complete the clearance of 140 hectares of bombs and mines, and the 33,000m2 aircraft parking lot has completed the first concrete layer with 92% of the volume, and is preparing to construct the second concrete layer.
The biggest difficulty of the project is that the land has not been fully handed over, and is still scattered, especially in Gio Mai commune.
The most important item is the 2.4km runway, but only about 1.5km has been cleared, the remaining 0.6km is occupied by 3 households and 32 agricultural plots. These households cannot be relocated because there is no resettlement area yet.
Mr. Pham Xuan Hop - representative of the investor - said that this 0.6km area needs to treat weak soil, so the site is in great need of clearance to keep up with construction progress.

According to the progress table of Quang Tri Airport Company Limited, the runway construction will take 356 days, starting from December 15, 2024 and ending on December 5, 2025.
According to the BOT contract signed between Quang Tri province and the enterprise, the project can only be implemented on schedule if the site is handed over before August 13.
Due to not having the site in time, this enterprise had to adjust the schedule and request the province to hand over the site before December 10, 2024 so that it could complete and put the project into operation in July 2026.
Establish a working group to exploit the airport in July 2026
At the airport parking site, Mr. Le Duc Tien criticized the Department of Transport for not sending a representative to attend the meeting even though the province assigned him to preside over the project, and Gio Linh district and communes were also slow in site clearance.
Mr. Tien said that 5 months ago, the province organized a dialogue with the people, proposing a policy to resolve the problems, but so far there has been no progress. Quang Tri province agreed to increase the temporary housing support for people from 1.2 million VND to 2 million VND/month.

"The Department of Transport coordinated with Gio Linh district to dialogue with 3 households on the runway, mobilize temporary residence, and report any problems to the province immediately. In the past, nothing was done, nor were any problems reported for handling.
Focus on the runway so that the contractor can handle the weak ground. According to the BOT contract, we are behind schedule," said Mr. Tien.
Mr. Tien asked the investor to complete the project documents so that when the province hands over the site, construction can begin immediately.
In addition to the site, Quang Tri province is coordinating with ministries and branches to establish a working group to support Quang Tri airport in completing procedures, so that when construction is completed, it can be put into operation in July 2026.
The Quang Tri airport site clearance project has a total investment of 233 billion VND, implemented in 2023 - 2024, with a total area of 265 hectares, of which 209 hectares have been cleared. Of which, 140.5 hectares have been allocated to investors, and 68.88 hectares have not been allocated.

Quang Tri Airport is invested by the joint venture of T&T - CIENCO 4, with a total investment of more than 5,800 billion VND. The airport meets the standards of level 4C and level II military airport, operates code E aircraft, and meets the needs of operating up to 5 million passengers/year, and 25,500 tons of cargo/year.
