At noon on May 22, we were present at the construction site of the Investment Project to build a complex of commercial centers, entertainment, 5-star hotels and offices for rent to carry out urban renovation in the Cho Sat area (Cho Sat Commercial Center Project) with a total investment capital of more than 6,000 billion VND in Phan Boi Chau ward, Hong Bang district, Hai Phong city.
More than 2 years after the groundbreaking ceremony (May 14, 2022), the Cho Sat Commercial Center Project is still just an empty lot. On the site of the Sat Market - a once famous commercial symbol of Hai Phong, it has now become a construction site with excavators, cranes, and drills.
Many Hai Phong residents expressed concern that the project being “shelved” for a long time would cause a waste of land resources, especially in prime locations in the city center. In addition, it would affect the urban beauty and image of the city.

Speaking with Nguoi Dua Tin , the representative of the investor of the Cho Sat Commercial Center Project (Saigon Matchmaking Joint Stock Company) said that up to now, the unit has only completed less than 20% of the workload.
Completed items include: Geological survey drilling for design, test pile construction. At the same time, a plan for diaphragm wall construction has been established to ensure geological stability of the surrounding area.
The main reason why the investor has not yet started the project is related to the procedures for appraising the feasibility report on construction investment.
Specifically, after organizing the architectural design competition for the Cho Sat Commercial Center Project, on May 6, 2022, the investor issued a decision approving the results of the competition. On December 30, 2022, the People's Committee of Hai Phong City issued Document No. 5996/VP-XD3 on accepting the architectural design organized by the investor.
Previously, on September 13, 2020, the Hai Phong Department of Construction issued Document No. 3777/SXD-QHKT approving the overall site plan of the Cho Sat Commercial Center Project. After that, the investor completed the feasibility study report and submitted it to the Ministry of Construction for appraisal.
On April 11, 2023, the Ministry of Construction issued Document No. 406/HDXD-KT on the temporary suspension of appraisal due to the lack of planning on urban underground construction space management in the dossier.
On October 24, 2023, Hai Phong City People's Committee issued Decision No. 3413/QD-UBND approving the local adjustment of Lot H5.2/CC-2 in the detailed planning adjustment project at a scale of 1/2,000 of Hong Bang district and its extension to 2025 (2nd time). In which, the planning on management of urban underground construction space with 2 basements was added.
The investor resubmitted the dossier to the Ministry of Construction. Afterwards, the Ministry of Construction issued Document No. 1430/HDXD-KT on refusing to appraise the dossier because it did not have the planning specified in Decree 35/2023/ND-CP.

In addition to the above problems, according to the representative of Saigon Match Garment Joint Stock Company, on April 28, 2023, the Department of Fire Prevention, Fire Fighting and Rescue (Ministry of Public Security) issued Document No. 1026/PCCC&CNCH-P4 giving comments on fire prevention and fighting for the basic design documents.
Up to now, the investor of the Cho Sat Commercial Center Project has revised the basic design documents according to the comments of the Fire Prevention, Fire Fighting and Rescue Police Department (Ministry of Public Security), and has supplemented the planning specified in Decree 35/2023/ND-CP.
“In April 2024, the investor submitted the project investment feasibility report to the Ministry of Construction for re-evaluation. Immediately after approval, construction will be organized to ensure project progress.
Every day the Cho Sat Shopping Center project is delayed, the investor will suffer losses because the amount of money invested in the project is huge, including more than 1,000 billion VND in one-time land rental payment (for 50 years). We really hope that the central authorities and Hai Phong City will soon approve the procedures according to regulations to continue organizing construction", said a representative of Saigon Garment and Match Joint Stock Company .
The Cho Sat Shopping Center project has a total investment of over VND 6,000 billion, invested by Saigon Matchmaking Joint Stock Company. The project consists of 2 towers with 40 floors above ground and 2 basements, built on an area of 1.5 hectares, with a construction density of over 46% for the base block, 40% for the tower block, and a height of nearly 150 m.
It is expected that when completed and put into operation, the project will have many functions: Trade center, entertainment, 5-star hotel, office for rent. In addition, the project will supplement the shortage of culinary services, tourism, static parking and many other services for local people and tourists.
