According to data released by the General Statistics Office (Ministry of Finance) on the morning of April 6, the index of industrial production (IIP) in the first quarter of 2025 compared to the same period last year increased in 59 localities and decreased in 04 localities nationwide. Some localities had a fairly high increase in the IIP index due to the high growth in the processing and manufacturing industry; and the electricity production and distribution industry.

On the contrary, some localities have low or decreasing IIP index due to low or decreasing growth in processing and manufacturing industry; mining industry and electricity production and distribution industry.
Naming localities with high production index of processing and manufacturing industry in the first quarter of 2025 compared to the same period last year: Phu Tho province increased by 44%; Bac Kan increased by 31.8%; Bac Giang increased by 27.2%; Nam Dinh increased by 23.5%; Ha Nam increased by 18.6%; Tay Ninh increased by 16.1%; Hue increased by 14.0%. Localities with high production index of electricity production and distribution industry: Hoa Binh increased by 89.0%; Hue increased by 47.5%; Lai Chau increased by 35.3%; Tra Vinh increased by 22.2%; Ha Nam increased by 10.4%.
Localities with low or decreasing production index of the processing and manufacturing industry in the first quarter of 2025 compared to the same period last year: Lao Cai increased by 1.5%; Ha Tinh decreased by 7.1%. Cao Bang decreased by 7.0%; Gia Lai decreased by 0.5%. Localities with low or decreasing production index of the electricity production and distribution industry in the first quarter of 2025 compared to the same period last year: Cao Bang increased by 0.2%; Binh Thuan increased by 0.1%; Ba Ria - Vung Tau decreased by 27.5%; Bac Lieu decreased by 18.9%; Lao Cai decreased by 5.2%; Gia Lai decreased by 1.7%. Localities with low production index of the mining industry in the first quarter of 2025 compared to the same period last year: Gia Lai decreased by 18.5%; Ba Ria - Vung Tau decreased by 11.5%; Soc Trang decreased by 11.1%; Hanoi decreased by 5.4%.
Among the 10 localities with the highest IIP growth nationwide, Phu Tho increased by 44% thanks to the strong recovery of the processing industry, while Hoa Binh accelerated with an 89% increase in electricity production and distribution.
For example, the production index of this industry in Phu Tho increased by 44%, far surpassing many other localities. This result was mainly due to the breakthrough of the processing and manufacturing industry - a sector that plays an important role in the local economic structure. Along with that, the electricity production and distribution industry in the area also recorded a significant increase, contributing to promoting overall growth.
The fact that Phu Tho led the country in industrial production growth in the quarter shows positive signs in attracting investment, developing processing and manufacturing industries, and ensuring energy supply, contributing to promoting local economic development.
Next to Hoa Binh, in the first quarter of 2025, Hoa Binh is the locality with a high production index of the electricity production and distribution industry, specifically increasing by 89%, ranking second in the country in the first quarter of 2025. With this move, Hoa Binh continues to maintain its growth momentum, making an important contribution to the local socio-economic development.
According to the General Statistics Office, industrial production in the first quarter of 2025 continued to improve, with the industrial production index estimated to increase by 7.8% over the same period last year, the highest increase in the first quarter since 2020.
