In recent days, many parents of Ha Huy Giap Primary School, District 12, Ho Chi Minh City have reported that even though the school year is over, the school has mobilized 496 million VND in sponsorship to replace the main doors in the classrooms and repaint the walls outside and inside the classrooms.
Specifically, according to the fundraising plan of Ha Huy Giap Primary School, the school is fundraising to replace 30 main doors in the classrooms, costing 7.2 million VND/door, and repainting the inside and outside walls of 35 classrooms, costing 8 million VND/room. The total funding needed to fund the above two projects is 496 million VND.
The expected time to organize the fundraising for the above items is from the end of May 2023 to June 15, 2023, with the project to be completed in 20 days.
The school's fundraising plan states the current state of the facilities: "The school has been built for over 20 years, the facilities are degraded, the classrooms are old, the inside and outside walls are old, no longer clean and beautiful, the classroom doors are also dilapidated, peeling, shaky, no longer sturdy, unsafe, not clean and beautiful, losing the school's aesthetic."

This fundraising plan clearly states: "Funding is guaranteed on the principle of voluntariness, openness, transparency, no coercion, no average level, no minimum level. The mobilization, reception, management and use of sponsorships are announced, publicly listed at educational institutions and comply with current legal regulations according to the principles of thrift, efficiency, right purpose and no loss or waste".
However, some parents complained that when the parents' representative committee met with the school, each class was mobilized to contribute 10 million VND.
Many parents expressed their frustration that the current economic situation is difficult, the income of families in District 12 is not high, each family has 1-2 children going to school, they have to contribute a lot of money during the school year, now it is the end of the school year and they still have to contribute to replace the door, repaint the wall, it is really difficult.
Parents also wondered why, with the degraded state of the classroom doors, students were allowed to study for 9 months of the year, and now, at the end of the school year, they are campaigning for funding to repair them.

In response to many complaints from parents, the Board of Directors of Ha Huy Giap Primary School said that they had immediately stopped the plan to raise funds to paint classrooms and replace classroom doors.
Speaking to the press, Ms. Nguyen Hoang Yen, Principal of Ha Huy Giap Primary School, said that the reason for mobilizing 496 million VND in sponsorship to replace classroom doors and paint classroom walls at the end of the school year is because at the beginning of the school year, students and parents still have many things to worry about, from textbooks, uniforms, etc. for their children.

Ms. Yen affirmed that the school followed the regulations, built a fundraising plan with a legal basis from Circular 16/2018/TT-BGDDT, the school discussed with the Parents' Representative Board and then built a plan, submitted it to the leaders of the Department of Education and Training of District 12 for approval.
Ms. Yen affirmed that there is no such thing as each class having to contribute 10 million VND equally, but it is completely based on the voluntary spirit of each parent, the amount of contribution is different for each person. The parents of the 5th grade did not mobilize sponsorship. In fact, during the mobilization process, some classes contributed 1 million VND, some 2 million VND, some 6 million VND...
After stopping the fundraising campaign, the school will return the money to the parents and classes that have paid.
Ms. Nguyen Hoang Yen affirmed that the suspension of fundraising for painting classrooms and replacing classroom doors is not because the school did something wrong, but because she hopes that fundraising plans will have the highest consensus from parents.
