Firstly, the Department of Education and Training requests: "Leaders of the Department of Education and Training and principals of schools (reflected by public opinion and the press) to organize a review of personal responsibility and unit heads to explain, analyze, determine specific responsibilities for violations in the process of organizing and implementing and propose strict handling measures; take appropriate and timely disciplinary measures (if any) for cases of identified violations, especially the responsibility of unit heads for violations due to not knowing or not handling them promptly; inform the results of handling to the Department of Education and Training before October 31, 2024".

Second, the Department requests the Department of Education and Training of districts, towns, and Thu Duc City to coordinate with the Department of Finance and Planning to advise the People's Committees of districts, towns, and Thu Duc City to issue instructions on collection and expenditure for educational institutions according to the management hierarchy in a timely manner, in accordance with the regulations of the Department of Education and Training in Official Dispatch No. 5307/SGDĐT-KHTC and Official Dispatch No. 5666/SGDĐT-KHTC. Implement before October 31, 2024, report to the Department through the Department of Planning and Finance.

The leaders of the Department of Education and Training must be responsible for assigning members of the department's leadership to regularly monitor and promptly handle information reflecting from parents and people about violations in the implementation of collection, expenditure and fundraising activities at the beginning of the year at educational institutions, and promptly report to the district leaders and the Department of Education and Training.

"Heads of units must specifically assign responsible leaders to discuss and speak when incidents occur at the unit. Absolutely do not let irresponsible people of the unit discuss and speak, affecting the work and activities of the unit," the leader of this Department emphasized.

At the same time, the Department also requested the Departments of Education and Training to advise the People's Committees of districts, towns, and Thu Duc City to mobilize resources to ensure facilities, schools, and classrooms for the new school year; allocate the education budget to ensure regular expenditures (salaries, allowances, and teaching and learning activities...) for educational institutions, ensuring sufficient conditions to perform well the tasks of the new school year 2024-2025.

"There are still a few isolated cases", causing bad public opinion

The leaders of the Department of Education and Training of Ho Chi Minh City acknowledged that in recent times, in general, schools in the city have strictly and correctly implemented the regulations of the industry on organizing and implementing revenue and expenditure at the beginning of the year according to the direction of the Department of Education and Training.

"However, there are still a few isolated cases in a few schools in the city, and there are individual leaders and teachers who do not clearly understand and do not properly organize and mobilize revenues and expenditures from funding sources... leading to improper implementation of regulations in Circular No. 16/2018/TT-BGDDT dated August 3, 2018 of the Ministry of Education and Training regulating funding for educational institutions in the national education system; and Circular No. 55/2011/TT-BGDDT dated November 22, 2011 of the Ministry of Education and Training promulgating the Charter of the Parents' Representative Board; causing negative public opinion, affecting the reputation of the industry and units, and causing misunderstandings for parents, which have been reported by the press in the past time", the leader of the Ho Chi Minh City Department of Education and Training assessed.

Previously, on the afternoon of October 10, at a regular press conference organized by the Ho Chi Minh City People's Committee to provide information on Ho Chi Minh City's socio-economic issues during the week, the Department of Education and Training responded in writing to a number of issues related to revenue and expenditure, and calls for support occurring at Le Thanh Ton High School, Huynh Tan Phat Middle School (District 7), Chuong Duong Primary School (District 1)... causing frustration among parents.
