New information about the classroom moving old air conditioners for nearly 4 million VND causes a stir in public opinion

Mr. Nguyen Van Canh - Vice Chairman of Nghi Duc Commune People's Committee (Vinh City, Nghe An) said that after receiving instructions from the Commune People's Committee, Nghi Duc Primary School held a review meeting related to the incident of removing and installing air conditioners in classrooms costing nearly 4 million VND, causing a stir in public opinion.

“The school has held a serious review meeting within the school regarding the shortcomings of the Board of Directors in implementing the relocation of the air conditioning system. The school has also met with the Parent Association of each class to publicize information related to the relocation and disassembly of the air conditioner. After the meeting, the classes have not had any other opinions. Currently, this amount of money has not been collected from the parents,” said Mr. Nguyen Van Canh, adding that the commune has directed the school to hold a meeting to get the parents’ opinions on whether they agree to pay for the relocation of the air conditioner or not, and that there needs to be a specific, clear and detailed document.

Previously, on October 13, Nghi Duc Primary School (Vinh City) held a parent meeting at the beginning of the school year. During the meeting, Nghi Duc Primary School announced a number of fees, including the cost of moving and installing air conditioners from the old classroom to the new classroom, which cost more than 3.8 million VND for 2 air conditioners in 1 classroom.

The list of costs for installing and removing air conditioners for a classroom has caused many mixed opinions.

Specifically, the cost of 3-phase electric wire is 740 thousand VND; electric wire 270 thousand VND; disassembly labor 300 thousand VND; installation 800 thousand VND; disassembly labor 115 thousand VND; cleaning 400 thousand VND; copper pipe 1 million VND; conduit, water pipe, power connection clamp is nearly 200 thousand VND. Total 3,872,500 VND/layer (equivalent to more than 1.9 million VND/air conditioner).

The school said it will support each class with 1.3 million VND; parents only have to pay the remaining 2.5 million VND.

This information has caused a stir among parents, who believe that the cost is too high compared to market prices. In addition, before implementing the plan, the school did not notify or consult parents.

After the news broke, Nghi Duc Commune People's Committee worked with the Board of Directors of Nghi Duc Primary School and sent a written report to the Vinh City Party Committee and People's Committee.

In this report, Nghi Duc Commune People's Committee stated that according to Economic Contract No. 30 dated August 4, 2024 on the relocation of air conditioners between Nghi Duc Primary School and Hoang Son Refrigeration Private Enterprise, the total cost of implementing the contract is more than 53 million VND for 2 items.

The relocation and installation of the air conditioner has been accepted and put into operation, but the money from the parents has not been collected yet, so the payment has not been made to the construction unit.

Of which, the cost of 11.1 million VND was to renew the 3-phase power line system supplying power to the air conditioning system of 19 offices. The cost of disassembly, cleaning, maintenance, and replacement of spare parts to put 23 air conditioners into use was more than 42.6 million VND (equivalent to more than 1.8 million VND/unit).

Nghi Duc Commune People's Committee determined that the school's Board of Directors had not organized a meeting to collect parents' opinions before implementing the project, leading to conflicting and inconsistent opinions.

In addition to a serious review meeting with the Board of Directors, the Nghi Duc Commune People's Committee requested the school to organize a meeting with parents of the whole school or the Parent Representative Committee of each class to publicly disclose the specific and detailed costs of the contract to relocate the air conditioning system. Through the meeting, the school's Board of Directors clearly recognized the shortcomings in the past and hoped that parents would sympathize and accompany the school to do better in teaching and learning.

In addition, Nghi Duc Primary School needs to continue to mobilize parents to contribute funds to pay the contract amount to the construction unit. If parents do not agree, the school must have another plan to pay or extend the debt to pay in installments.
