Speaking at the Conference, Chairman of the Hanoi People's Committee Tran Sy Thanh said that Hanoi - the heart of the whole country, is a place where traditional cultural values and the nation's wisdom converge and spread. After nearly 40 years of renovation, the capital has made strong and comprehensive changes, achieving many achievements in all fields. In 2024, towards the 70th anniversary of the Liberation of the Capital, Hanoi has launched extensive patriotic emulation movements, thereby contributing significantly to achieving positive and comprehensive results.

In the first 9 months of 2024, the economy continued to grow steadily, with GRDP increasing by 6.12%, higher than the same period (5.99%). Total state budget revenue reached VND 376 trillion, reaching 92.1% of the estimate, up 22.2% over the same period. Local budget expenditure reached 46.7% of the estimate. Import and export recovered strongly; tourists continued to grow, of which international visitors increased by 41.5%. Social development investment capital increased by 9.7% (same period increased by 9%).

Urban infrastructure continues to be improved. Many important public works such as hospitals, transport infrastructure and community activity centers, etc. have been inaugurated and put into operation, creating a green, clean, beautiful and safe living environment for the people of the capital.

The cultural and social security sectors have developed comprehensively, the quality of education has been improved, Hanoi continues to lead the country in national excellent student achievements. Cultural and sports activities have taken place enthusiastically with many events celebrating major holidays, the 70th anniversary of the Liberation of the Capital and the 25th anniversary of Hanoi being honored by UNESCO as a "City for Peace".

Disease control work has been stepped up. Policies to support people with meritorious services and social relief have been implemented promptly, demonstrating the spirit of mutual love of the people of Hanoi.

Administrative reform has been promoted. Hanoi is a pioneer in piloting many breakthrough solutions in digital transformation and implementing Project 06-DA/CP of the Government; has deployed the Digital Capital Citizen application - iHanoi and announced the operation of a number of platform applications of Project 06-DA/CP of the Government...

In particular, Hanoi is one of the first localities to complete the Pilot Project to establish a Public Administration Service Center according to Resolution No. 108-NQ/CP dated July 10, 2024 of the Government.

National defense work is strengthened, political security and social order and safety are ensured; absolute safety is ensured for Central and City events, activities of Party and State leaders and foreign affairs activities taking place in the capital.

According to Chairman of Hanoi People's Committee Tran Sy Thanh, the above results were achieved thanks to the close attention and direction of the Government and the Prime Minister; the assistance and support of central ministries, departments and branches; the close and effective cooperation of provinces and cities and above all, the spirit of solidarity, hard work and creativity of generations of cadres, party members, armed forces and people of the capital in the process of implementing patriotic emulation movements, the core of which is the movement "Good people, good deeds". The movement "Good people, good deeds" has aroused the strength of great national unity, creating motivation for the capital to successfully carry out assigned political tasks.

To continue promoting the spirit of self-reliance, self-improvement, aspiration to rise up and the strength of the capital Hanoi, on behalf of the City's leaders, Chairman of the Hanoi People's Committee Tran Sy Thanh launched the emulation movement "Good people, good deeds" in 2025 with 5 key contents.

Firstly, promote propaganda about revolutionary traditions, patriotic emulation movements and outstanding achievements of the capital and the country. Create positive changes in the awareness and actions of all cadres, civil servants and people, so that the spirit of "Good people, good deeds" spreads widely, becoming a typical cultural feature of the capital.

Second, continue to innovate and further improve the effectiveness of patriotic emulation movements, especially the "Good people, good deeds" movement. Pay attention to promoting emulation movements in the following areas: economic development, ensuring security and order, education, health care and building a civilized and elegant lifestyle for Hanoians.

Third, effectively organize the implementation of the Law on the Capital (amended) and the Capital Planning; continue to implement Resolution No. 15-NQ/TW of the Politburo on the direction and tasks of developing the Capital Hanoi to 2030, with a vision to 2045 and other important Resolutions of the Central and Hanoi Party Committee.

Fourth, proactively prepare and coordinate with central agencies to organize activities to celebrate major holidays in 2025, creating a vibrant and united atmosphere, promoting the patriotism of the army and people of the capital. Focus on speeding up the implementation of works and projects, especially key works of the city and the country.

Fifth, strengthen the responsibility of Party committees, authorities and leaders in leading and directing emulation movements and commendation work. Seriously and effectively implement the Law on Emulation and Commendation 2022 and Directive No. 20 dated December 26, 2022 of the City Party Committee. Develop a plan to organize conferences of typical advanced models at all levels, towards the City Patriotic Emulation Congress for the period 2025-2030 and the 11th National Patriotic Emulation Congress.

The Chairman of the Hanoi People's Committee emphasized that the 70-year journey since the Liberation of the Capital has affirmed the unceasing efforts of the Party Committee, government, armed forces and people of Hanoi with the aspiration to build a peaceful, beautiful and healthy Capital both physically and spiritually.
