Of which, 4 articles of the 2012 Law on the Capital (Articles 2, 4, 5 and 6) are inherited, while the remaining 23 articles are partially inherited and have been amended and supplemented.

With the goal of building Hanoi into a leading center for innovation, scientific research, technology transfer and development in the country, the Draft Law on the Capital has stipulated a number of specific mechanisms to develop science and technology in the Capital. Accordingly, scientific research activities, application and transfer of scientific and technological advances enjoy many incentives such as: Applying the form of funding based on product results. Income of experts and scientists from performing key science and technology tasks in the Capital and the Capital Region is determined as income not subject to personal income tax; and is partially supported for housing rental costs and transportation during the time of presiding over the task. Enterprises and science and technology organizations are supported from the Hanoi City budget for purchasing costs and operating costs of machines and equipment to perform key science and technology tasks. Speaking at the meeting, Deputy Minister of Science and Technology Nguyen Hoang Giang said that this is a very important law, which needs to create a breakthrough for the capital city of Hanoi. Over the past 10 years, the implementation of the Law has achieved many results, however, the expectation of creating a breakthrough has not met the requirements. With the Draft Law on the Capital (amended), the Ministry of Science and Technology has proactively contributed comments, revised the draft and sent it to the Department of Science and Technology of 10 provinces in the Capital Region for comments. On that basis, it will be completed and sent to the Ministry of Justice.
