According to calculations by the Ministry of Construction, cement consumption demand in 2025 will increase by about 2-3% compared to 2024, reaching 95-100 million tons. Of which, domestic consumption will range from 60-65 million tons, and exports are expected to reach about 30-35 million tons.
Sharing more about this opinion with reporters of the Government Electronic Newspaper, Dr. Luong Duc Long, Vice Chairman and General Secretary of the Vietnam Cement Association, said that in the context of public investment being strongly promoted by the Government, especially investment in transport infrastructure and construction, the production and consumption of cement products still have positive signals. However, the growth in cement consumption will be more evident in the second half of 2025.
According to the Vice President and General Secretary of the Vietnam Cement Association, cement demand in Vietnam has not yet peaked and is forecast to peak by 2031. Thus, the production and consumption of cement products still have room for growth.
According to Mr. Luong Duc Long’s analysis, the cement industry is operating in accordance with the laws of the market economy. The factories invested later have the advantage of modern technological lines, large capacity, applying many solutions to reduce energy consumption in production, etc., thereby producing products at lower prices, bringing better competitive advantages compared to the cement production lines invested in decades ago.
"This is also the time when the market 'filters' out old, outdated production lines, creating opportunities to promote the development of a more modern, advanced cement industry," the Vice President and General Secretary of the Vietnam Cement Association emphasized.
Representatives of the Vietnam Cement Association also made specific recommendations to the Government to propose removing export tax on clinker products.
Cement consumption is expected to recover strongly thanks to the acceleration of transport projects. Along with that, there has been a proposal to build overpasses instead of roadbeds in the context of sand supply in the southern region showing no signs of recovery.
The Ministry of Construction has also proposed reducing export tax for cement enterprises and the Prime Minister has assigned the Ministry of Finance to consider it.
If implemented, these proposals could have a positive impact on cement consumption in 2025.
