Prime Minister directs to step up waste prevention, unleash resources, promote economic growth

Prime Minister Pham Minh Chinh signed and issued Directive No. 08/CT-TTg dated March 17, 2025 on promoting waste prevention and control, unleashing resources, and promoting economic growth.

The Prime Minister requested ministries, central and local agencies to identify waste prevention and control as a common task of the entire political system, requiring the participation and responsible contribution of all ministries, branches and localities.

The Prime Minister requested that the work of preventing and combating waste must be clearly demonstrated through commitments, plans, with progress, specific targets, focusing on thoroughly solving the causes of waste and must be carried out regularly. The implementation plan must ensure 5 clarity (clear people, clear work, clear progress, clear responsibility, clear results)...

Prime Minister requires state-owned enterprises to be pioneers in accelerating and breaking through growth

Prime Minister Pham Minh Chinh signed and issued Directive No. 09/CT-TTg dated March 21, 2025 on tasks and solutions of state-owned enterprises (SOEs) to contribute to double-digit economic growth and rapid and sustainable national development.

Accordingly, with the spirit of "open institutions, smooth infrastructure, smart governance", SOEs must proactively develop specific tasks and solutions to develop enterprises, contribute to the goal of economic growth and national development, focusing on pioneering in 06 areas:

(1) Pioneer in innovation, digital transformation, development and application of science and technology in the spirit of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo.

(2) Pioneer in making more positive and effective contributions to the three strategic breakthroughs, especially institution building. Institutional breakthroughs are the bottleneck of bottlenecks.

(3) Pioneer in accelerating and breaking through growth, making practical and effective contributions to the country's rapid, inclusive and sustainable growth and development.

(4) Pioneer in developing digital economy, green economy, circular economy, sharing economy, knowledge economy, in investment in research and development.

(5) Actively take the lead in implementing social policies and social security to ensure fairness and progress, leaving no one behind in the country's development process, especially in the social housing program and eliminating temporary and dilapidated houses nationwide.

(6) Pioneer in creating goods and products with Vietnamese brands, participating in global supply chains and value chains, enhancing the value of national brands, enhancing the value of our country's products, promoting the influence of our country, participating in leading games related to global value chains.

Prime Minister requests to speed up vaccination to prevent measles

The measles epidemic continues to develop complicatedly, with a number of localities still recording a high number of cases. To quickly control the epidemic, Prime Minister Pham Minh Chinh signed Official Dispatch No. 23/CD-TTg dated March 15, 2025 requesting the Minister of Health to continue directing and supporting localities to accelerate the implementation of the measles vaccination campaign; completing the campaign no later than March 31, 2025.

Government's action program to implement fundamental and comprehensive innovation in education and training

The Government issued Resolution No. 51/NQ-CP dated March 18, 2025 promulgating the Action Program to implement Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo to continue implementing Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration".

Some of the tasks and solutions set out in the Program are to thoroughly grasp, raise awareness, and strengthen the leadership and direction responsibilities of Party committees and authorities at all levels in organizing and implementing the Party's policies and the State's laws on fundamental and comprehensive innovation in education and training; focus on perfecting institutions, mechanisms, policies and laws on education and training in a scientific, modern, synchronous and interconnected direction, in line with the international integration process and socio-economic development conditions in the country; focus on investing in modernizing vocational education and higher education and enhancing scientific research potential in educational and training institutions...

Approving the Task of Establishing Adjustments to the National Land Use Planning for the 2021 - 2030 Period

The Government issued Resolution No. 52/NQ-CP dated March 18, 2025 on approving the Task of preparing the National Land Use Planning Adjustment for the 2021-2030 period, with a vision to 2050.

Adjusting the national land use planning for the period 2021-2030, with a vision to 2050, focuses on: Investigating, collecting information and documents; analyzing and evaluating additional factors, natural conditions, resources, direct impact contexts and land use status of sectors and fields; synthesizing land use needs, balancing to determine land use indicators in the agricultural land group...

New regulations on regime for cadres, civil servants and public employees in implementing organizational restructuring

The Government issued Decree No. 67/2025/ND-CP dated March 15, 2025 amending and supplementing a number of articles of Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.

Decree 67/2025/ND-CP expands the scope of adjustment, amendment and supplementation to clarify the agencies, organizations and units within the scope of adjustment. Regarding determining the current monthly salary to calculate policies and regimes, Decree 67/2025/ND-CP adds a "salary retention difference coefficient" to ensure the rights of cadres, civil servants, public employees and employees when they leave their jobs.

At the same time, Decree 67/2025/ND-CP amends Article 7 and supplements Articles 7a and 7b, specifically regulating policies for people retiring before the age of retirement in the following cases: due to organizational restructuring; due to streamlining the payroll, restructuring and improving the quality of the staff, civil servants, and public employees; and early retirement policies for officials who are not old enough to be re-elected, re-appointed or meet the age requirements for re-elected, re-appointed...

Amending regulations on share ownership ratio for foreign investors

The Government issued Decree No. 69/2025/ND-CP dated March 18, 2025 amending and supplementing a number of articles of Decree No. 01/2014/ND-CP dated January 3, 2014 on foreign investors purchasing shares of Vietnamese credit institutions.

Regarding the share ownership ratio for foreign investors, Decree No. 69/2025/ND-CP amends and supplements Clause 5, Article 7 of Decree 01/2014/ND-CP as follows: "5. The total share ownership of foreign investors shall not exceed 30% of the charter capital of a Vietnamese commercial bank, except for the cases specified in Clauses 6 and 6a of this Article or during the implementation period specified in Clause 9, Article 14 of this Decree. The total share ownership of foreign investors shall not exceed 50% of the charter capital of a Vietnamese non-bank credit institution, except for the cases specified in Clause 6 of this Article."

Implement tasks on promoting decentralization and delegation of authority as prescribed in the Law on Organization of Government and Local Government.

Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 608/QD-TTg dated March 15, 2025 of the Prime Minister promulgating the Plan to implement tasks and solutions to promote decentralization and delegation according to the provisions of the Law on Organization of the Government and the Law on Organization of Local Government.

The purpose of the Plan is to unify awareness and enhance the responsibility of ministries, ministerial-level agencies, government agencies and local authorities in promoting decentralization and delegation based on the principle of delimitation of authority stipulated in the Law on Organization of the Government and the Law on Organization of Local Government; proactively propose priority and urgent areas to promote decentralization and delegation, create a legal corridor, promptly handle practical issues, remove institutional "bottlenecks", and contribute to promoting socio-economic development.

Development strategy of Vietnam National Coal - Mineral Industries Group to 2030, vision to 2045

Deputy Prime Minister Bui Thanh Son signed Decision No. 625/QD-TTg dated March 17, 2025 approving the Development Strategy of Vietnam National Coal - Mineral Industries Group to 2030, with a vision to 2045.

The general objective of the Strategy is to develop the Vietnam National Coal - Mineral Industries Group (TKV) into a strong economic group, contributing an important role to the development of the state economy; maintain a key position as one of the three pillars of energy, contributing to ensuring national energy security; exploit sustainably, have a long-term sustainable investment plan and be consistent with Vietnam's commitment to net zero emissions by 2050...

Dissolution of the State Capital Management Committee at Enterprises

The Government issued Resolution No. 58/NQ-CP dated March 21, 2025 dissolving the State Capital Management Committee at Enterprises. This Resolution takes effect from March 21, 2025.

The Government assigned the Ministry of Home Affairs to review and propose the abolition of Decree No. 131/2018/ND-CP dated September 29, 2018 of the Government stipulating the functions, tasks, powers and organizational structure of the State Capital Management Committee at enterprises in accordance with the provisions of law.

More than 2,385 billion VND invested in Long Son My Xuan general port project

Deputy Prime Minister Tran Hong Ha signed Decision No. 650/QD-TTg dated March 19, 2025 approving the investment policy of the Long Son My Xuan general port project.

The project is invested with 2,385,810,000,000 VND in My Xuan Ward, Phu My Town, Ba Ria - Vung Tau Province.

The project objective is to invest in the construction of Long Son My Xuan General Port at Thi Vai Port area, My Xuan Ward, Phu My Town, Ba Ria - Vung Tau Province to gradually complete the Thi Vai Port area according to the approved planning; invest in the construction of a general port to serve economic activities, industrial parks in the province and neighboring areas; meet the demand for construction materials in the area;

Adjusting investment policy for construction of Hoa Lac - Hoa Binh road

Deputy Prime Minister Tran Hong Ha signed Decision No. 653/QD-TTg dated March 20, 2025 approving the adjustment of the investment policy for the Hoa Lac - Hoa Binh road construction investment project and the renovation and upgrading of National Highway 6, Xuan Mai - Hoa Binh section under the public-private partnership method.

Accordingly, the Decision adjusts the length of the Hoa Lac - Hoa Binh section from 25.69 km to 23.04 km; invests in expanding the Hoa Lac - Hoa Binh road according to highway standards (TCVN 5729: 2012), 6 lanes, design speed 100 km/h. The total adjusted investment is approximately 10,475 billion VND.
