"Sweet" capital flow in the middle of Bach Long Vi sea (Part 3)

The first and only credit capital source of the Vietnam Bank for Social Policies (VBSP) not only helps the people of Bach Long Vi island district overcome the sun and rain but also contributes to the development of the marine economy, bringing the island district into harmony with the economic flow of the whole country, creating potential to build and develop the island outpost, standing tall and firmly guarding the sacred sea and sky of Vietnam in the Gulf of Tonkin.

New economic development orientation

During his lifetime, President Ho Chi Minh always considered the sea and islands an inseparable part of Vietnam's territory and encouraged the entire Party, people and army to be determined to protect the sovereignty of the sea and islands of the Fatherland. To apply Ho Chi Minh's thought to the current task of protecting the sovereignty of the sea and islands, the 8th Conference of the 12th Central Executive Committee on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045, determined: "Vietnam must become a strong maritime nation, rich from the sea, with sustainable development, prosperity, security and safety; sustainable development of the marine economy is closely linked to ensuring national defense, security, maintaining independence, sovereignty and territorial integrity".

Therefore, efforts to bring social policy credit capital to Bach Long Vi are completely correct so that the island district's economy can join the economic flow of the whole country. Each islander is a "living sovereignty landmark" of the nation at sea, so their economic life is improved, both materially and spiritually stable, which will help them feel secure in sticking to the sea and the island. On the other hand, developing the marine economy in Bach Long Vi in particular and the sea and islands in general in a sustainable manner will create important conditions to strengthen national defense potential, contributing to firmly protecting the sovereignty, territory and territorial waters of the Fatherland.

Policy credit capital supports many small traders to expand business on the island

According to the representative of the People's Committee of Bach Long Vi district, the total value of economic sectors in the island district has continuously grown over the years, the industries have gradually formed and developed, focusing on exploiting the potential and advantages of the district, especially promoting the development of logistics services for fisheries, aquatic exploitation, aquatic product processing, livestock and poultry farming, vegetable cultivation, and gradually developing tourism. To achieve the above results, Mr. Nguyen Cong Dien, Vice Chairman of the People's Committee of Bach Long Vi district affirmed that the loan capital from the Vietnam Bank for Social Policies has "supported" the islanders in developing production and business, purchasing fishing gear; small traders, small businesses as well as households with livestock and crop farming needs on the island district. Thanks to the loan capital, households have used it effectively to develop their household economy, thereby stabilizing their livelihoods and confidently sticking to the sea and the island.

This effect is clearly seen in residential area No. 2 - considered the economic "heart" of the island. Mr. Nguyen Sy Bac, Head of the Savings and Loan Group of Residential Area No. 2, said that the group has 32 members with a total loan of 3.2 billion VND from the job creation loan source of the Vietnam Bank for Social Policies. People borrow capital to invest in production and business with diverse industries along the roads of the residential area. The economy here is bustling day and night, and whatever the mainland has, this neighborhood has it. "Thanks to the policy credit capital, the lives of many families in the area are getting better every day, and we are gradually losing our homesickness and homesickness. We are getting old, living in a place for a long time makes us familiar with it, and the conditions on the island are no worse than on the mainland, so why should we return?", Mr. Nguyen Sy Bac happily said.

The more people feel secure in sticking to the islands and the sea, the more the strategic position of Bach Long Vi will be consolidated, and the nation's sovereignty over the sea and islands will be affirmed. During his recent visit and work at the island district (November 14), General Secretary To Lam emphasized that Bach Long Vi plays the role of a gateway, controlling important international shipping routes, a logistics and transit center for military activities at sea, and an outpost to control security and order at sea. The General Secretary suggested that Hai Phong city and Bach Long Vi district turn this place into a fortress to protect our sea and sky in the Gulf of Tonkin; build Bach Long Vi into a logistics center for fisheries and search and rescue at sea in the northern region, develop high-end seafood farming, and develop high-end resort tourism associated with preserving the marine ecosystem. Special attention must be paid to the material and spiritual life of officers, soldiers and people on the island. People's lives need to be improved in all aspects, ensuring social security. The army and people on Bach Long Vi Island unite and coordinate closely to build the island outpost of the Fatherland to become increasingly prosperous in economy and strong in national defense and security.

Allocate resources for new tasks

Based on the actual potential, position and advantages of Bach Long Vi, the above new economic development orientations need to be studied in terms of plans and specific methods for appropriate implementation. The representative of Bach Long Vi District Party Committee once shared that the economy of the people living on the island is mainly based on fishing and fishing logistics services. Regarding tourism, the district has attracted a number of tourists but not commensurate with the potential of this special island. In fact, the accommodation facilities on the island are still lacking and weak, famous products on the island such as abalone and sea cucumber have not been introduced and promoted to increase brand value. Tours to the island have not been organized properly, so it is difficult to attract visitors to the island, and even more difficult to retain visitors for long-term stays.

In order to overcome difficulties in implementing the economic development orientations of Bach Long Vi in the new period, Mr. Nguyen Ngoc Son, Director of the People's Credit Fund of Hai Phong City, said that the Branch has proactively researched and defined the direction and tasks that need to be done. The Branch will proactively advise the City to supplement resources for new economic development programs on the island district. In the immediate future, the Branch will proactively prioritize the allocation of capital from the central government to support tourism units if they have a need to develop services on the island. According to current regulations, the People's Credit Fund can disburse up to 1-2 billion VND to this group of customers. For high-value products such as abalone, the bank has provided loans for the need to raise commercial abalone and will continue to expand capital support in this field in the coming time.

In addition, Mr. Nguyen Ngoc Son said that the implementation process will be greatly supported by the effectiveness of Directive 40-CT/TW of the Central Party Secretariat on strengthening the Party's leadership over social policy credit in the past time. The resources that Directive 40-CT/TW brings are not only credit capital (central capital, local capital including cities, districts, and counties) but also other factors such as supervision, inspection, guidance, and propaganda on social policy credit. Therefore, the Hai Phong City Social Policy Bank will continue to advise to continue enhancing the role and responsibility of Party committees, local authorities, the Fatherland Front and socio-political organizations for social policy credit in Bach Long Vi.

At the same time, the Hai Phong City Social Policy Bank is always ready to create conditions for people in need and eligible to borrow capital to access policy credit capital; effectively implement social security policies, care for people's lives, associated with propaganda, raising awareness, self-improvement to escape poverty of poor households and policy beneficiaries, gradually reducing the expectation and dependence on state subsidies. The Hai Phong City Social Policy Bank will also effectively implement the method of managing social policy credit capital currently implemented in specific areas, thereby improving the quality of entrustment, the quality of operations of the system of savings and loan groups, the quality of transaction points, in order to improve the quality of service for people and policy beneficiaries.
