In order to meet people's expectations for a safe, clean water supply system and the best service, HueWACO is implementing many solutions, of which the most important are solutions to improve water quality, ensure pressure and promptly fix any problems if any.
Accordingly, regarding water quality, HueWACO commits to maintaining clean water quality in accordance with standards and regulations of ministries, sectors, and localities...
Regarding water pressure, HueWACO also commits to maintaining pressure in 2 inner-city districts, wards in towns ensuring greater than 1.5 bar, remaining areas ensuring pressure greater than or equal to 1 bar under normal conditions and adequate water sources.

Regarding continuous water supply, the company continues to ensure that the water supply interruption time on pipelines with a diameter of less than 400mm when repairing is less than 4 hours, ensuring continuous water supply before, during and after storms, floods... In addition, the company also ensures that the maximum water installation time is not more than 7 days, especially in urban areas, it is reduced by 1 day compared to regulations and not more than 6 days at most.
In the period of 2025 - 2027, HueWACO is determined to continue to resolutely and persistently implement the "3 breakthrough goals"; accordingly:
First, breakthrough in organizational structure and personnel.
Continue to research and re-evaluate the organizational model and functions of some departments to restructure and build a Lean - Strong - Streamlined operating model in line with the Company's development goals and strategies in the period 2025 - 2027.
Second, breakthroughs in management, operational efficiency management, and risk management.
Comply with the operating principles: Work according to plan, solve work according to process, operate according to regulations, rules, technical economic norms, linked with the quality of analysis and forecast of customer demand, production and business data. Implement production dispatching, including water production dispatching in 2025; dispatching human resources and material resources throughout the company from 2026.

Regarding operational efficiency management, the company prioritizes optimal and cost-saving operating plans. In particular, the company continues to reduce costs by optimizing operating processes, applying advanced technologies and green technologies to the production process; promoting contracting, effectively applying cost control, preventing waste; optimizing norms for large costs such as electricity, chemicals, etc., managing cash flow well, optimizing capital sources. At the same time, risk management with the common goal of control.
Third, breakthroughs in facilities, factories, and equipment are increasingly modern, operating on digital technology platforms.
In the period of 2025 - 2030, HueWACO continues to focus on increasing the water supply capacity to 350,000m3/day and night, meeting the needs of socio-economic development of the city. Accordingly, the company plans to invest in putting into operation phase 2 of Van Nien Clean Water Treatment Plant - capacity of 120,000m3/day and night - the "Heart" of Hue's water supply system; Loc Thuy Water Treatment Plant, with a capacity of 55,000m3/day and night; phase 1 is 22,000m3/day and night, serving the key industrial economic zone in the South of the city... In addition, with the characteristic of wide terrain, water sources are mainly located in the west, while urban areas develop to the east - towards the sea, so the company is required to invest in a transmission pipeline system from north to south and a distribution pipeline connecting east and west.
On the other hand, as a water supply unit in both urban and rural areas, HueWACO also faces the problem of efficiency when expanding water supply investment in mountainous and coastal areas, ensuring the water supply rate of the whole city reaches 100% according to Resolution 54/NQ-TW of the Politburo. Investment in water supply for rural areas often has a high investment rate, people in these localities are less used to using tap water, leading to slow capital recovery and low efficiency. To ensure an increase in the rate of people using clean water in rural and mountainous areas, in recent times, HueWACO has implemented rural water supply projects through public investment capital. However, with the development needs for the next stage, dependence on the budget when Hue city is still facing difficulties due to many other important projects that need to be prioritized for investment.
Prepare resources
To ensure the goal of supplying water to 100% of the city's population, HueWACO must prepare a strong enough resource, especially financial resources to invest in infrastructure, facilities, factories... for the new phase. Discussing with us on this issue, the company's chief accountant - Mr. Vuong Dinh Nam said: In the past 3 years, HueWACO has focused on development on the basis of harmonizing interests: Employees - shareholders - community. In addition to paying the state budget ranked 3rd in the city among enterprises in the same sector, the company also paid dividends in 2023 at 9.5%, expected to reach 9.5% in 2024. The company also set aside a Development Investment Fund of nearly 100 billion VND. However, that resource is still not enough compared to the investment and innovation needs as estimated for the period 2025 - 2027 of the company of more than 900 billion VND.
Within the framework of the Roadshow program promoting SIWW (Singapore International Water Week) 2024, Prof. Dr. Nguyen Viet Anh, Vice President of the Vietnam Water Supply and Sewerage Association, Director of the Institute of Environmental Science and Engineering, Hanoi University of Civil Engineering pointed out "3 challenges for the Vietnamese water industry: consequences from the process of Industrialization - Urbanization, Climate change and Lack of investment resources" (According to Vietnam Water Supply and Sewerage Magazine online, March 31, 2025). These are also the challenges that HueWACO is facing in the new era.
To solve the problem of investment resources, water price is a decisive factor. In the Workshop on Commenting on the Draft Law on Water Supply and Drainage held in February 2025, representatives of functional agencies and water sector units also pointed out that it is necessary to build a mechanism to manage and regulate clean water prices reasonably, promoting the role of a "lever" to positively impact clean water production and business. This is also the desire and expectation of water supply companies, including HueWACO.
In order to manage more and more effectively, continue to maintain safe water supply with outstanding service quality, and at the same time respond to the above challenges, in addition to the efforts and determination of the leadership team, staff and employees, HueWACO also needs the support of customers, people and the attention, support and facilitation of authorities at all levels, especially creating a policy mechanism so that the company can ensure financial autonomy, "Take water to feed water" through the water price mechanism. From there, it will create momentum for the unit to continue to develop further in the coming period, meet the political tasks and serve the breakthrough goal of Hue city in the new period.
