On the morning of December 28, in Hanoi, the Central Organizing Committee held a national conference to review Party building work in 2023 and deploy tasks for 2024 in a combination of in-person and online formats.

Attending the conference in Hanoi were comrade Truong Thi Mai, Politburo member, Standing member of the Secretariat, Head of the Central Organization Commission; comrades Politburo members, Party Central Committee Secretaries, Party Central Committee members; leaders of central departments, branches, agencies and provincial and municipal Party Committees.

In 2023, the entire Party building organization sector focused on advising, improving the quality, and ensuring the progress of projects and tasks submitted to Party committees at all levels. Focusing on perfecting the system of documents on Party building organization work, contributing to concretizing and implementing the Resolution of the 13th National Party Congress in a synchronous, unified, comprehensive, and interconnected manner in the political system; standardizing, tightening discipline and order; meeting practical requirements. The organization of the political system continued to be innovated and built in a streamlined, effective and efficient manner, reducing the payroll associated with restructuring and improving the quality of the contingent of cadres and civil servants in the political system. Advising on the assignment and management of payroll in the political system to ensure synchronization, tightness, comprehensiveness, and unity. The quality of grassroots party organizations and party members was gradually improved. Party committees and organizations at all levels have implemented solutions to develop new party members in the spirit of Resolution No. 21-NQ/TW of the Party Central Committee (13th tenure) and have initially seen changes. The work of assessing, verifying and reviewing information related to personnel, especially the political standards of cadres, has been carried out closely, cautiously and objectively; effective coordination between functional agencies has been enhanced. Proactively detecting and clearly expressing opinions in advising, proposing and coordinating the handling of complicated and sensitive matters, emerging issues in a number of localities and units has contributed to stabilizing the situation, orienting public opinion, and consolidating people's trust in the Party. Actively innovating working methods, practices and styles, strengthening inspection and supervision of Party building and organization.

At the conference, delegates focused on discussing and clarifying some of the achieved results associated with the tasks of each locality, agency and unit; at the same time, proposed key tasks that need to be implemented in 2024.

Speaking at the conference, Comrade Truong Thi Mai, Politburo member, Standing member of the Secretariat, Head of the Central Organization Commission, requested that in 2024, the entire sector continue to thoroughly grasp and strictly implement the Party's policies and resolutions on Party building and organization work. Policies and resolutions must be concretized closely to the reality of each sector, each field, and each locality. This is the responsibility assigned by the Politburo and the Secretariat to the heads of Party committees and organizations at all levels to ensure consistency and unity in Party building and organization work.
Regarding personnel work, he suggested continuing to advise on the completion and amendment of Party documents on personnel work to meet the requirements of the new period, such as: regulations on the authority and responsibility of leaders in the work of organization, personnel and personnel management; regulations on the authority of leaders in temporarily suspending subordinates from work when necessary or when there are signs of serious violations of the law; mechanisms and policies for detecting, selecting, promoting, arranging and assigning cadres with outstanding abilities and capacities, young cadres to leadership and management positions at all levels... Advise on the arrangement, rotation, transfer, appointment, introduction of candidates, and perfecting personnel under the management of the Central Committee, the Executive Committee, the Standing Committee, the Party Committee, and the Party Delegation to ensure standards, conditions, processes, and regulations. Continue to focus on the work of building and consolidating grassroots party organizations, improving the capacity and fighting strength of grassroots party organizations. Effectively implement the Party member development plan, ensuring the completion of the target of the number of newly admitted Party members increasing by 3-4% compared to the beginning of the year. In addition, it is necessary to pay attention to the quality of Party members, resolutely not chasing quantity but ignoring quality. Complete the arrangement of public service units with the goal of reducing 140 units. Continue to advise on completing the draft plan to implement and complete the project on job positions in the political system in 2024. Continue to innovate working style and manners, improve the effectiveness of Party organization and building work.
