At the working session, the secretary of the inspection team informed the Provincial Party Committee of the draft inspection results report. Regarding the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", the inspection showed that the Provincial Party Committee has paid attention to directing party committees at all levels to thoroughly disseminate and widely propagate, creating a high level of consensus among cadres, party members and people in the reorganization and streamlining of the apparatus.

In implementing Directive No. 35-CT/TW of the Politburo on Party Congresses at all levels, towards the 14th National Congress of the Party and Conclusion No. 118-KL/TW adjusting and supplementing a number of contents of Directive No. 35, thoroughly implementing and organizing the implementation of Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; the Provincial Party Committee Standing Committee has led, thoroughly implemented, and ensured the requirements set forth. Notably, it has carried out extensive propaganda and dissemination of Party Congresses at all levels; along with that, it has launched emulation movements for economic and social development, focusing resources on implementing works to welcome the congress. The province has also proposed many breakthrough solutions on science and technology development, innovation and digital transformation.

Implementing Conclusion No. 123 of the Party Central Committee on the Project to supplement socio-economic development in 2025, with the growth target of 8% or more, the Provincial Party Committee's Standing Committee held a key conference to thoroughly grasp the viewpoints, goals and propose key tasks and solutions for each sector and field, unifying solutions and policy mechanisms to remove difficulties and obstacles to achieve the growth target of 8% in 2025.

In addition to the achieved results, the draft inspection report also pointed out the shortcomings, obstacles and difficulties in the process of deploying and implementing the Central's directives, resolutions and conclusions, such as: The dissemination and propaganda of directives, resolutions and conclusions at the grassroots level is not regular; the linkage of science and technology, innovation and digital transformation with socio-economic development targets and tasks has not been fully promoted; policies and mechanisms on incentives, support and encouragement for enterprises to transform digitally, research and apply science and technology, and develop high-quality human resources have not been fully developed; the summary of Resolution 18 in some agencies and units has not been really proactive; the work of building and amending working regulations of some agencies and units has not been timely.

The inspection team requested the Provincial Party Committee to urgently and resolutely propose measures to overcome limitations and shortcomings, promote advantages, continue to focus on effective leadership and direction in implementing resolutions, directives and conclusions of the Central Committee, ensure synchronous implementation of solutions, and successfully complete goals and tasks.

Discussing at the working session, comrades in the Standing Committee of the Ha Giang Provincial Party Committee proposed to the Central Government that the implementation of Resolution 57 on science and technology development, innovation and national digital transformation requires great support from the Central Government, especially support for digital infrastructure in remote areas; the organization and rearrangement of provincial administrative units need to consider factors of geopolitics, history, culture and national defense - security. The Central Government needs to research and issue policies for cadres and civil servants when merging provinces. To achieve the growth target of 8%, great efforts from local authorities and investment and support from the Central Government are needed. The Politburo and the Secretariat should speed up the process of streamlining the political system to focus on development; guidance on policies for cadres, civil servants and public employees when merging and dissolving needs to be more timely. The application of IT in party work needs to be implemented more quickly and thoroughly. Attention should be paid to training and fostering cadres who are knowledgeable about local customs and culture in the process of reorganizing the apparatus.

Also at the meeting, Provincial Party Secretary Hau A Lenh affirmed that the Central Committee's Directives, Resolutions and Conclusions have been seriously, effectively and promptly implemented by the Standing Committee of the Ha Giang Provincial Party Committee. In particular, since January 2025, the Provincial Party Committee has basically completed the merger of Party agencies, dissolved the executive committees, Party Committees of provincial agencies and enterprises. The Steering Committee on science and technology development, innovation and digital transformation was soon established and assigned to the Provincial People's Committee to develop a plan for implementation. Regarding the development of growth scenarios, Ha Giang has focused on clearly identifying resources, implementing each step in the direction of clear people, clear work, clear results and clear completion time.

Concluding the working session, comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee highly appreciated the results that Ha Giang province has achieved in implementing the Central's directives, resolutions and conclusions.

Comrade Le Minh Hung noted a number of issues that need to be paid attention to by the Provincial Party Committee: In implementing Resolution 18, it is affirmed that this is a revolutionary step, receiving high consensus from cadres, party members and people. The implementation process has achieved many positive results, which are highly appreciated.

However, there are still some existing problems and limitations that need to be further improved. Therefore, Party committees at all levels, authorities and socio-political organizations need to thoroughly grasp the Central Committee's directives on the orientation of organizational restructuring. Strengthen advocacy, propaganda and explanation to create high consensus among cadres, party members and the people.

In preparing for Party congresses at all levels, he suggested that the Provincial Party Committee should thoroughly grasp the Central Committee's direction. At the same time, it is necessary to have solutions and roadmaps to strengthen training and develop high-quality human resources to serve the development of science, technology, innovation and digital transformation. Prioritize resources for key areas with spillover effects and high added value creation. Increase attraction of domestic and foreign organizations and enterprises to invest in research, production and development of science, technology, innovation and digital transformation in the locality.

Regarding the implementation of the growth target of 8% or more, it is necessary to resolutely resolve bottlenecks in disbursing public investment capital. At the same time, focus resources on investing in key projects such as the Tuyen Quang - Ha Giang Expressway, Thanh Thuy International Border Gate Economic Zone and a number of other key projects to create new growth resources. At the same time, focus on removing obstacles and difficulties for businesses investing in the area, continue to research and issue preferential policies to attract investment in a number of key areas with strengths of the province.
