The head of the National Assembly Standing Committee's supervisory delegation has just concluded a working session with the Government on the topic "Implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks".
The previous working session was held on July 27 under the chairmanship of Mr. Tran Thanh Man - Permanent Vice Chairman of the National Assembly, Head of the Supervisory Delegation.
The delegation assessed that in the context of many difficulties and challenges, the Government, ministries, provinces and the entire education sector have made efforts to implement the resolution, creating positive changes and achieving many remarkable results.
However, the implementation of innovation still has limitations and shortcomings, therefore, the Monitoring Delegation requested the Government to have a report explaining the opinions discussed at the working session.
With 4 proposed contents that need attention and remedial measures, the delegation emphasized the shortcomings in policies for teachers.
The monitoring team found an inadequate situation in the teacher structure, leading to a local surplus and shortage; there is a shortage of teachers in many localities but they cannot be recruited, especially teachers teaching art subjects at high school level.
More than 9,000 public teachers quit in the 2022-2023 school year
The situation of public teachers quitting their jobs in the context of a nationwide shortage of 118,253 teachers was mentioned by the Ministry of Education and Training at the 2023 Department Directors Conference held on July 24.
Last school year, the country lost more than 19,300 public teachers. This number included 10,094 retired teachers and 9,295 teachers who quit their jobs.
In addition, a number of teachers quit their jobs and left the industry. The main reason is that the determination of teacher standards is not appropriate; the salary and allowance regime, especially for preschool and primary school teachers and new teachers, is very low.
This is not commensurate with the intensity, pressure of work and training level of teachers, and has not motivated teachers to love their profession and dedicate themselves to the cause of innovation.
The training and development of teachers to meet the requirements of teaching the new General Education Program, especially for new subjects and new educational activities, is assessed by the Monitoring Team as not ensuring quality and not enough for teachers to properly implement the requirements.
In some localities, the number of core teachers is small, and the arrangement of core teachers to train regular teachers is limited in terms of time, materials, and training regimes. In some other localities, private teachers have to cover their own training costs. Publishers provide training on textbook content that is not suitable for practice and does not meet teachers' requirements.
Lack of schools, classes , and funding
In preparing conditions for facilities and teaching equipment, most localities have actively directed the exploitation and effective use of existing facilities and equipment; at the same time, reviewed and purchased new ones.
However, the strategies and plans for education development in the 2021-2030 period are slow and have not been approved, affecting the implementation of medium-term public investment nationwide in the field of education and training.

There is a shortage of schools and classes, especially in urban areas, industrial parks, export processing zones, and localities with a large number of spontaneous immigrants.

The rate of teaching equipment meeting the minimum requirements of the new curriculum in localities is still very low, the whole country only meets the minimum teaching equipment requirement of 54.3%. The addition of minimum equipment is still slow and faces many difficulties.
Through practical monitoring of the budget for implementing the new program, the disbursement rate of programs and projects in the education sector is still low and progress is slow.
Some localities lack investment resources for education in general and facilities and equipment in particular, leading to failure to meet comprehensive educational requirements.
According to the report, in the period of 2015-2022, the investment sources for education have the following proportions: the central budget accounts for 6.2%; the local budget accounts for 75.5%; foreign capital (loans, non-refundable aid) is 41,053.89 billion VND (accounting for 19.2%); socialized sources account for 3%.
Given the above reality, the Monitoring Delegation requested the Government to have an explanatory report on the opinions raised by this unit.
In the coming time, to ensure the continued effective implementation of the 2018 General Education Program, the Monitoring Delegation recommends that the Government pay attention to the teaching staff, because they are the key factor ensuring the success of the program's implementation.
The delegation proposed that the Government direct relevant ministries and branches to review and comprehensively evaluate the structure, current situation, and development needs of the teaching staff in the coming time and have appropriate and timely solutions to overcome the shortage of teachers, teacher quality and teacher recruitment sources; and strengthen teacher training and development to meet requirements.
The Government also needs to pay attention to directing the review and assessment of the current situation of overload and lack of classrooms and schools in big cities and forecast the demand for facilities and teaching equipment; and have solutions to help localities remove difficulties and obstacles in organizing and implementing.
