Near Tet, thousands of teachers in Hanoi anxiously await bonuses

It is the last working day before the Lunar New Year holiday 2025, but thousands of Hanoi teachers have not yet received their bonuses.


After more than 27 years of teaching, Ms. Bui Thi Viet Anh, Yen Lang High School, Me Linh District, was happy when she first received news that there would be a Tet bonus according to Decree 73/2024 of the Government. However, the joy did not last long when she learned that fully autonomous schools and units that had registered to order educational service prices would not receive additional income.

"We have sent our concerns, shortcomings and wishes to enjoy the same benefits as other colleagues to the leaders of the Hanoi Department of Education and Training. The Department has also listened by proposing a solution to the Hanoi People's Committee. Once again, we patiently waited. However, until now, on the last day of Tet holiday, there has still been no bonus according to Decree 73 sent to teachers," Ms. Viet Anh said in disappointment.

Sharing the same sentiment, Ms. Tran Thuy Trang, Tran Nhan Tong High School, Hai Ba Trung District, also looks forward to receiving the bonus according to Decree 73.

" Over the years, we teachers have suffered in many ways, with high work pressure but low income. When we heard that we were about to receive our Tet bonus, everyone was excited and eagerly waiting," said Ms. Trang, adding that until now, we have not received the bonus, making many teachers sad, and can only encourage each other, "it's okay to have another poor Tet."

Meanwhile, teacher Nguyen Van Duong, Phu Xuyen A High School, Phu Xuyen District, could not believe that he did not receive a Tet bonus like many other colleagues. "Today is the 25th of the lunar calendar. After Tet, it will be January 31, the day that according to the decree, if the city does not pay teachers, that money must be returned to the state budget. If we do not receive it, it will be very sad," said teacher Duong.

According to Decree 73/2024 of the Government, from July 1, 2024, cadres, civil servants and public employees will have a bonus regime based on work performance and annual assessment and classification of task completion. The annual bonus fund is determined by 10% of the total salary fund. This is the first time that cadres, civil servants and public employees have this amount.

Currently, schools across the country have implemented the transfer of bonuses according to Decree 73 to teachers. However, in Hanoi, there are more than 119 public high schools and more than 200 primary and secondary schools in the group of public service units that ensure their regular expenditures and do not have access to the additional income source according to this Decree.

At the end of December 2024, hundreds of teachers in the capital wrote a petition letter to the city's leaders to review regulations on autonomy and guide the implementation of Decree 73 of the Government to ensure teachers' rights.

In early January 2025, the Hanoi Department of Education and Training and the Department of Finance met to discuss and agree on a plan to report to the City People's Committee to have a plan to support fully autonomous schools and units that have registered to order educational service prices. However, up to now, many schools are still waiting for information from the Hanoi People's Committee.
