The monitoring delegation led by Deputy Head of the National Assembly Delegation Ma Thi Thuy conducted monitoring at An Hoa Paper Joint Stock Company and Phuong Bac General Hospital.
The Supervisory Delegation included Lo Thi Viet Ha, a full-time National Assembly delegate working at the Committee for Culture and Society; representatives of the Department of Agriculture and Environment; Department of Health; Provincial Police, and Tuyen Quang City People's Council.
An Hoa Paper Joint Stock Company operates in the field of pulp and paper production, with an area of 223 hectares and 832 workers. The production scale of pulp paper is 130 thousand tons/year; paper is 140 thousand tons/year.
Phuong Bac General Hospital operates in medical examination and treatment, has more than 500 staff, current scale is 550 beds with 12 departments and 4 functional rooms, annually examines and treats more than 150 thousand people...
The monitoring team assessed that An Hoa Paper Joint Stock Company and Phuong Bac General Hospital basically complied with all policies and laws related to environmental protection during their operations, production, business and services. The units have been approved by competent authorities for environmental impact assessment; built a synchronous system for wastewater, exhaust gas and noise treatment; managed regular solid waste and hazardous waste according to regulations; regularly monitored exhaust gas and wastewater automatically connected to the Department of Agriculture and Environment; performed well the environmental sanitation work within the unit's premises, strictly managed chemicals, and implemented preventive measures to limit infection in the hospital environment...
At the meeting, members of the monitoring delegation discussed and clarified the results and limitations in environmental protection work of the units; issues related to the classification, collection and treatment of waste generated during operations, especially hazardous solid industrial waste; medical waste, etc.
Concluding the monitoring session, Deputy Head of the National Assembly Delegation Ma Thi Thuy acknowledged and highly appreciated the results of the implementation of policies and laws on environmental protection of An Hoa Paper Joint Stock Company and Phuong Bac General Hospital, and requested the units to continue to fully implement their responsibilities for environmental protection in production and business activities according to the provisions of the Law on Environmental Protection 2020; effectively resolve voters' recommendations related to environmental protection. Maintain strict and complete implementation of environmental protection activities in the production, business and service processes approved by competent authorities; have plans to prevent, respond to and regularly rehearse environmental incident response according to regulations...
Taking note of the recommendations of An Hoa Paper Joint Stock Company and Phuong Bac General Hospital regarding difficulties, obstacles, and legal regulations on environmental protection, the Monitoring Team will synthesize the recommendations with the competent authority to study and amend accordingly.
+ On the same day, National Assembly Delegate Au Thi Mai, Director of the Department of Culture, Sports and Tourism and the delegation inspected the Tuyen Quang Dairy Farm and Tuyen Quang Lung Hospital.
Through monitoring, members assessed that the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 came into effect has received attention and implementation from units.
The Dairy Farm actively applies modern science and technology to livestock farming; equips a wastewater treatment system to implement a high-application model, mechanizes production associated with environmental protection; develops an Environmental Protection project to submit to the competent authority for approval, and is confirmed to have completed environmental protection works according to regulations; invests in and operates a system of waste treatment works that meet the requirements according to regulations; periodically monitors the environment; proactively prevents and responds to environmental incidents, fully pays environmental protection fees...
Tuyen Quang Lung Hospital has paid attention to collecting, storing, transporting and treating solid waste to meet environmental protection requirements; has plans and equipment to prevent and respond to environmental incidents caused by medical waste; treats emissions to meet environmental protection requirements; builds green - clean - beautiful medical facilities, reduces plastic waste, has changed the behavior of cadres, civil servants and public employees in the health sector, making them more aware of environmental protection. In addition, every year the hospital has plans and equipment to prevent and respond to environmental incidents caused by medical waste; conducts periodic monitoring of environmental wastewater samples every 6 months to have timely treatment measures, minimize environmental harm to workers' health and prevent occupational diseases.
Concluding the meeting, on behalf of the monitoring delegation, National Assembly Deputy Au Thi Mai highly appreciated the achievements of the units in implementing policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect; at the same time, requested the units to continue focusing on performing tasks associated with realizing environmental protection goals.
