On the afternoon of October 18, the Provincial National Assembly Delegation held a conference to collect comments on the drafts: Law on Social Insurance (amended) and Law on Amending and Supplementing a Number of Articles of the Law on Property Auction. These are draft laws submitted at the 6th session of the 15th National Assembly.
Comrade Tran Thi Hong Thanh, Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation chaired the conference. Attending the conference were representatives of leaders of a number of departments, branches, the Provincial Vietnam Fatherland Front Committee, the Provincial Lawyers Association; and leaders of districts and cities.
Participating in giving opinions, the delegates highly agreed with the need for amendments and supplements. Regarding the Law on Social Insurance (amended), the majority of delegates said that after more than 7 years of implementation, the Law on Social Insurance (SI) 2014 has affirmed the correctness of the social insurance policy and regime, meeting the aspirations of the majority of workers, ensuring social security and international integration.
However, in addition to the achieved results, the implementation of the Social Insurance Law 2014 also has limitations and shortcomings such as: The coverage of participants and beneficiaries of social insurance in reality is still low compared to the potential; the situation of late payment and evasion of social insurance payment still occurs in many enterprises and localities; the voluntary social insurance policy is not really attractive to participants; some regulations are no longer suitable to the current situation... Therefore, amending the Social Insurance Law 2014 is necessary.
In order to contribute to the completion of the draft Law, delegates focused on giving comments on regulations such as: conditions for receiving social pension benefits; handling violations of late payment and evasion of compulsory social insurance payment; conditions for receiving pension; one-time social insurance for compulsory social insurance participants and voluntary social insurance participants; investment in social insurance funds; regulations on one-time withdrawal of social insurance and a number of other important issues.
Regarding the Law on Amendments and Supplements to a Number of Articles of the Law on Property Auction, delegates focused on giving comments on regulations related to issues such as: interpretation of terms; quality of auctioneers and property auction organizations; simplification of administrative procedures in auction activities; auction procedures and order, etc.
Accordingly, some delegates proposed to study and supplement the draft Law on regulations on the obligations that property auction enterprises must perform with tax authorities when changing their headquarters location to ensure compliance and consistency with the provisions of law and the Enterprise Law.
It is recommended to add more time for the competent State agency to approve the auction results after the auction ends. It is necessary to stipulate that auctioneers are not allowed to hold other regular jobs as prescribed by law. Consider adjusting the regulations on time and location for organizing the listing of property auctions...
In her concluding remarks at the conference, Comrade Tran Thi Hong Thanh, Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, thanked the delegates for their enthusiastic, responsible, and intellectual comments, which were based on practical experience. The Provincial National Assembly Delegation acknowledged and accepted the comments, compiled them, and made them into documents for the delegates to contribute their comments at the 6th session of the 15th National Assembly.
In the coming time, the Provincial Delegation of National Assembly Deputies hopes to continue receiving comments on draft laws from departments, branches, and specialized agencies of the province.
