| According to the People's Committee of Hai Ba Trung District, in early 2022, the People's Committee of the district approved the economic and technical report on investment in the construction of a flower garden and green trees in the land area between the extended Thi Sach Street and the 94 Lo Duc project. The project is located in Pham Dinh Ho Ward. |

| Plot 94 Lo Duc, Pham Dinh Ho Ward (Hai Ba Trung, Hanoi) used to be Hanoi Wine Factory managed by Hanoi Wine Joint Stock Company. Following the policy of relocating the factory out of the inner city, since 2013, the Hanoi People's Committee has cleared the land and planned to build a school on this plot of land. After the land was reclaimed, the plot of land was assigned to Thien Binh Urban Development and Business Investment Company Limited (Thien Binh Company) to study and establish the project. |

| Thien Binh Company is headquartered at 94 Lo Duc, the legal representative is Mr. Do Anh Dung (contributing 99% of capital). At this time, Mr. Dung is also the Chairman of Tan Hoang Minh Group Joint Stock Company and has been prosecuted and temporarily detained by the Ministry of Public Security. |

In 2017, there was a lot of information that Tan Hoang Minh Group would build a high-rise building on the above land lot. Many real estate brokers even offered apartments for sale here. A representative of the Hai Ba Trung District People's Committee said that this plot of land is located on two parts of land, one part of Dong Xuan Knitting Company Limited, and one part of Hanoi Alcohol Joint Stock Company. |
